1. Roll call.
Meeting convened: 1:15 P.M.
Members present: Camille Mays, Nate Hamilton, Gina Zarcone, Damien Smith, Amy
Orta, Tim Baack, Jamaal Smith, Steven Jansen, Christine Neumann Ortiz and Pamela
Malone

2. Review and approval of the minutes of November 19th.
The minutes were approved without objection.
3. Finalization of Committee membership.
Mr. Damien Smith was out of town and he would also like to serve on the Policy
Committee. He will get this Committee to meet. The committees will follow open
meetings law and the posting of agendas. Mr. Jansen said a significant portion of the
2021 budget will go towards data research analysis and he is touching base with
people who might want to work on this and they're trying to create 5 best questions to
mail out to 30,000 residents. The questions will be as neutral as possible as well as
connecting with people on Facebook. Chair Hamilton encouraged using as many
cost-effective means as possible to reach people. Mr. Damien Smith asked if the
questions will all be the same for everyone or will they be tailored to different
audiences (such as young people) and ask whether the public interacts with the police
on a more personal level, rather than just during a crisis situation. Any possible

questions can be forwarded to Steve Jansen or Karen Rotker. Ms. Mays asked if
MPD could require community training. Ms. Neumann-Ortiz asked if the survey
questions would be in Spanish. Mr. Jansen would like to have the Committee get all
the suggested questions and select the best 5 to present to the Commission. All the
questions will be the same, rather than tailored to a specific audience. Mr. Baack
noted that postcards don't permit a lot of public feedback, while other mediums would,
so that needs to be kept in mind so responses can be generalized. Mr. Jamaal Smith
said the importance of community engagement and transparency will be highlighted in
the COP SOP. Ms. Mays would like scheduled community engagement for all police
officers, not just the community liaison officers. Chair Hamilton encouraged Damien
Smith to create a budget for outreach services, such as pamphlets and he would like
people to get something tangible.
By the next meeting, Chair Hamilton would like to have all the Committees to have
met.
Ms. Malone is trying to locate a possible fourth member of the Research Committee
who had previously contacted her. Mr. Jansen will contact Ms. Malone about potential
members.
4. Creation of other positions, including but not limited to treasurer or secretary and duties of
these positions.
The treasurer will handle funds between the Committees. The secretary will keep
track of communications and documents with city departments. Anyone interested in
these positions should either e-mail the chair or Ms. Elmer.
Mr. Jansen moved, seconded by Ms. Orta, to move this to the next agenda.
5. Create a budget for the Commission based upon 2021 funding of $50,000.
This will be tabled until all committees meet and can provide their budgets.
Mr. Damien Smith moved, seconded by Mr. Baack, to move this item to the next
agenda.
6. Possible virtual public meeting?
This would give the public a chance to get to know CCC members. Mr. Jamaal Smith
agreed with the Chair that it would be better to do this after the holidays and Ms. Orta
suggested this be done after the Committees have a chance to meet. Ms. Mays
agreed as well. This meeting might possibly be in mid-January. Mr. Jansen is
concerned as the CCC doesn't feel like it's involved, that's it just reacting to what is
happening. There are major decisions being made with no input from CCC and he
doesn't really know the role of the CCC. Ms. Orta agreed that the CCC is not a part of
the process to represent the community's interests. Chair Hamilton said he will have a
conversation with the mayor's office about this and he will send the Zoom link for
tomorrow's meeting with the mayor's appointee, Leon Todd, as the Executive Director
of the FPC. Mr. Baack said there is also tension between the mayor's office and the
Commission. Members of the CCC want to be on the front-end of things, rather than
reacting to things once they have happened. Ms. Ortiz-Neumann is concerned that the
CCC doesn't have power in the selection of candidates and the policies and seems
more like it is busy work. Ms. Malone agrees with Ms. Neumann-Ortiz and thinks the
CCC needs to connect with the Council and the Council and Mayor need to come to
some kind-of agreement. Ms. Arlisia McHenry said the President does support this
Commission and Mr. Jansen said the CCC needs to create a unified voice. Ms.
Malone said that sometimes confrontation is needed. Ms. Neumann-Ortiz said it is

clear that we need a seat at the table and our collective voice is key. Mr. Jansen
asked if the Outreach Committee could talk at the next meeting about marketing the
CCC and outreach to the community and how we can move forward on those plans.
Ms. Neumann-Ortiz will reach out to the near South Side Council members.
7. Set agenda for December 17th meeting at 1 p.m.
Items 4, 5 and 6 from today's agenda will be on the Dec. 17th agenda
Updates on Council member contacts.
Update on the COP SOP.
Committee updates.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.
Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
