Roll Call. Meeting convened: 1:05 P.M. Members present: Fred Royal, Gina Zarcone, Pam Malone, Tim Baack, Amy Orta, Nate Hamilton, Damien Smith, Jamaal Smith, and Steve Jansen 2. Review and approval of the minutes of the December 3rd meeting. Mr. Baack moved, seconded by Mr. Jansen. There were no objections. 3. Update on COP Standard Operating Procedure. Mr. Jamaal Smith said he had an e-mail chain with FPC Chair Nelson Soler talking about where the SOP was as he heard there would be a vote on the COP SOP, but it has been tabled for now. He wants FPC to be more involved and Commissioner Cocroft will be in charge of COP moving forward. Mr. Royal said he had provided members with a copy of an article in The Atlantic, which is in file 200315. Mr. Baack asked why COP takes so long to implement; Mr. Royal said that is unique to each community and it's difficult for the police department to receive input from a lay person and it also needs political buy-in. It costs money to be more engaged in the community. Mr. Baack noted that we need genuine buy-in from the FPC. Mr. Leon Todd, the FPC Executive Director, said there does need to be true buy-in relating to COP, rather than just on a superficial level. Mr. Jamaal Smith said there is real need to look at public safety from a different aspect, as a preventive approach rather than solely a punitive approach. Mr. Baack also said the Blueprint for Peace didn't have buy-in from the police chief and that alternatives other than the usual police reaction is what is needed for success in community policing. Mr. Jamaal Smith recommended City of Milwaukee Page 1 COMMUNITY COLLABORATIVE Meeting Minutes December 17, 2020 COMMISSION using the Blueprint as a base to institute community policing. Mr. Baack noted that a couple of Common Council members expressed very traditional views relating to policing and we need to get Council buy-in. Mr. Royal did forward The Atlantic article to Council members and the mayor. 4. Update on Council member contacts. Chair Hamilton will work on getting most Council members to attend the next meeting. He would like to get a commitment from some Council members. He feels like the CCC needs to be more pro-active rather than reactive. Ms. Kailyn Kenney said the President's Office is happy to keep the CCC connected and is happy to work with members. The Staff Assistant will forward e-mail and phone numbers to members. Mr. Jamaal Smith encouraged the CCC to invite Ald. Dimitrijivec to attend our meetings. Chair Hamilton said the Executive Committee will be discussing providing updates to the Council in a few weeks. Mr. Baack also supported involving Ald. Dimitrijivec more. The staff assistant will work with the Chair on this. This item will be rescheduled to the next meeting. 5. Update from Committee meetings. Ms. Malone said the Research Committee hasn't met yet, but she will be getting the first meeting going. Ms. Malone is trying to locate a research report done by Ald. Murphy last year. Mr. Damien Smith said his Committee discussed creating a card, social media platforms to promote town hall meetings and also a specific lane to get to Youth (such as TikTok) and putting a link on a card to access surveys and also different languages. The card would be distributed door-to-door. Mr. Damien Smith said the card would be the same size and weight of other cards the health department has created and distributed. The Committee wants to use as many ways of possible to reach the public. Mr. Jamaal Smith said the Committee met on Friday and set the goals/expectations of the group and the community will be kept at the front of COP. They discussed the use of force SOP (FPC Commissioner Cocroft attended this meeting) and the need to have neighborhoods more involved. They really liked Mr. Mayers and his Baltimore plan; Chair Hamilton asked what the cost would be. Mr. Jamaal Smith said that costs were discussed at the Committee meeting. Chair Hamilton told Mr. Todd that the CCC needed to be involved in discussion relating to the Use of Force SOP. Only Tucson, Arizona and Minneapolis have established the Eight Can't Wait and the partial ban on choke holds doesn't meet that criteria, per Mr. Royal. 6. Creation of other positions, including but not limited to treasurer and secretary. No one has volunteered to take on these positions so the Executive Committee will have this on its first agenda. 7. Create a budget for the Commission based upon 2021 funding of $50,000. Mr. Royal moved that all estimated budget items be supported with documentation, seconded by Ms. Malone. There were no objections. The Chair would like to get an idea of budgets as soon as possible so if more money is needed, then it can be requested as soon as possible. Mr. Royal would like to discuss The Atlantic article first so the CCC has a consensus of what COP is. This will be on the next agenda. 9. Set next meeting date and agenda. Jan. 14th and Jan. 28th. from 1-3. Agenda items: How will the CCC monitor the ACLU settlement Discussion on The Atlantic article. Attendance by members or their designees.
