1. Roll call.

2. Review and approval of minutes from the February 11th meeting.
Mr. Baack moved, seconded by Ms. Malone, for approval of the minutes. There were
no objections.
3. Discussion on community, police and aldermanic involvement in attaining community
engagement both during and post-pandemic utilizing social media and in-person methods.
Ms Orta moved, seconded by Mr. Baack, to move this item to the next agenda.

4. Updates from the Committees and adding more members to smaller committees.
Mr. Jamaal Smith, Policy Committee, said there are some perspective members who
are interested - many of them already doing policy work. Their next meeting is next
Friday and there should be 1-2 new members by then.
Mr. Damien Smith, Outreach, Committee, said he can definitely use more members as
the Committee is now down to two people. Ms. Malone has a lit-drop team of 30
people she can utilize that charge $10 to $15 per hour. Eric Moore will also join the
Outreach Committee.
Ms. Malone, Research Committee, said they have the beginnings of a survey and Mr.
Jansen is putting them together into one document, which they'll be going over at the
next meeting and the best will be presented to the Commission. The hope is to get
the questions out in the next couple of meetings.
The Chair encouraged committee members to hone in our their budgets as that will be
on the next Commission agenda.
5. Commission position on Sen. Wangaard PACT bill proposals, relating to, but not limited to,
state revenue funding, hiring/firing of police and fire chiefs and FPC board membership.
Mr. Jamaal Smith said the Police Accountability and Community Transparency (PACT)
bill has some items that are problematic, including any municipality that reduced
police budgets will have its aid reduced by the same amount. The senator is a former
police officer who is encouraging support for the police. Mr. Jansen said that an
alternative way to approach this is to rally behind areas of agreement in a constructive
way - one idea was to ban the use of choke holds and look for other piecemeal items
that both sides can agree on. Mr. Jamaal Smith said if police budgets were decreased
to provide mental-health first responders, then that amount would be decreased with
share revenue funds; the city has already shown that it is opposed to this. Mr. Jamaal
Smith thought the CCC should also take a position on this issue, while Mr. Baack
thinks the CCC needs to weigh in all the other bills contained in his package as well.
The proposed bill would also take away local control from the fire and police
commission by adding more police and fire union members. The bill is SB 117. The
chair would like to reconvene early next week for an hour - the meeting will be held
Tuesday 1-2 p.m..
6. Creation of a list to create goals relating to the Collins settlement to see if progress is being
made and address it if no progress is not being made based upon the CJI audits. (list of
audits with links is an attachment in file 200315)
The chair said the Fire and Police Commission staff is doing its own auditing of the
Collins settlement. Mr. Leon Todd said the audit positions are fairly new and there are
currently two vacant positions that are difficult to fill due to the position's qualifications.
The two positions were re-posted and a larger pool of applicants was created and they
are currently ranking those individuals and will be moving to interviews relatively soon.
Mr. Tim Baack said one of the challenges has been staff shortages and a number of
elements remain in non-compliance and that raises questions as to who is monitoring
this and addressing this non-compliance. He is concerned about what the next six
month report will look like. Inspector Shunta Boston Smith, per Mr. Leon Todd, is the
point person for compliance. Mr. Jansen would like to have either a Committee
address a public response once the next 6-month report is issued. Mr. Jamaal Smith
said Inspector Boston-Smith, Leon Todd and Ald. Marina Dimitrijevich should be

invited to the next meeting to address the compliance issue. Mr. Baack noted that the
agreement was signed two years ago, but there seems like focus on achieving
compliance. Mr. Leon Todd said he is working with MPD and the City Attorney's Office
to make progress on this. CJI will be presenting an update to the FPC on the evening
of March 23rd. Mr. Baack noted that there are multiple defendants and it is not solely
MPD or FPC.
7. Commission messaging around police reform and alternatives to "defund the police" and
how to get the community involved.
The Chair said he thinks Markesa Tucker is leading the Defund the Police campaign
and he would like to get more information from her on this and how any funds that are
taken away from the police would be used. Mr. Jamaal Smith said the policy
committee voted on changing the language from "Defund the Police" to "Re-imagining
Public Safety" which would lead to discussion on how to re-allocate the money to
mental health services, housing assistance or other treatment or services options.
The Commission came to the conclusion that the preference was "Re-imagining Public
Safety". "Defund the police" leads to immediate fear by many people. Ms. Mays said
there is a structure to mirror in the Blueprint for Peace and homicides and crimes were
reduced. Mr. Baack said the police are the de facto first responders are there is
no-one else to do it and it would benefit the police and community to change this. The
Chair would like the Office of Violence Prevention to work with MPD as to how they will
work together, rather than just solely say "mental health services" and breakdown
specifically more where the funds will go. Ms. Malone said people need to know who to
call instead of the police for mental health crises.
This item will be on next agenda as well, as well as unarmed first responders.
8. Discussion relating to MPD use of force policy and Fire and Police Commission/CCC
involvement.
This issue went to the FPC last Thursday and the CCC could not create a statement
as it hadn't taken action, so moving forward the chair will be more proactive. The
discussion on choke holds will be heard by the FPC on March 18th. Ms. Malone
recommended banning choke holds. Mr. Todd said the SOP bans choke holds
except in deadly force situations; what is up for discussion is whether to totally ban
choke holds. Chair Hamilton thinks if an officer is close enough to choke someone
there should be other officers close enough to offer assistance. Mr. Jamaal Smith is
concerned that if there is no training on choke holds, he doesn't see the point of
permitting choke holds at all. Mr. Baack also thinks the exception is solely objective
and it gives huge latitude for its continued mis-use and abuse. The statement will be
on the agenda for the 16th and members can e-mail Mr. Jamaal Smith or the Chair any
text they would like on the statement. Members can view, on Legistar, the FPC
discussion on this item.
