Members present: Fred Royal, Camille Mays, Damien Smith, Amy Orta, Steve Jansen, Eric Moore, Pamela Malone, Huezong Yang, Jamaal Smith Members excused: Christine Neumann-Ortiz, Tim Baack, Nate Hamilton, Tammy Rivera, Will Perry, Jeff Roman and Shawn Muhammad Ms. Malone moved, seconded by Ms. Mays to have Steve Jansen chair this meeting. There were no objections. Mr. Hamilton will chair once he joins. 2. Letter of Support/Opposition for various items in Sen Wanggaard's proposed bills - SB 66, 117, 118, 119, 120, 121, 123, 124 and 165 relating to police funding, choke holds, FPC board membership, hiring/firing of police and fire chiefs, among other items. Text of bills can be found at: https://docs.legis.wisconsin.gov/2021/proposals/reg/sen/bill Mr. Jamaal Smith said it was discussed at the last meeting the proposal to reduce state aid if police budgets are reduced. The goal is to have public safety address public safety issues rather than mental health issues and there is a draft that he wrote that he shared with Chair Hamilton. Mr. Royal would like to have the CCC take a position on the choke hold and also there is no reduction in state aid if funds are allocated to other government agencies to provide services. City of Milwaukee Page 1 COMMUNITY COLLABORATIVE Meeting Minutes March 16, 2021 COMMISSION Mr. Royal moved that the CCC support the total ban of choke holds in the use of force discussion before the Fire and Police Commission (FPC). Ms. Orta seconded the motion. There were no objections. A letter will be written and sent to the FPC by the staff assistant. Mr. Fred Royal said that Sen. Wanggaard's proposed legislation wouldn't affect the districts he represents, only the cities of Milwaukee and Madison. He believes that the provision will be satisfied if funds are directed to other government agencies that will provide law enforcement services. Mr. Jamaal Smith is concerned as these will be unarmed first responders who aren't providing law enforcement services. A 911 call can be directed to the police or to a STAR team, which will determine what action needs to be taken ranging from providing services to incarceration. Mr. Jamaal Smith said the hope is to have this STAR program piloted in Milwaukee this summer. Ms. Orta noted there are funding sources available and Mr. Jamaal Smith noted the Office of Violence Prevention has been exploring funding sources, but he will be in contact with Ms. Orta to see if there are any other funding sources of which he is not aware. Mr. Jansen asked if the Commission wanted to have a press conference for or against certain bills coming up. Mr. Royal said a bill of particular concern relates to changes in the FPC and this is a special concern to the city of Milwaukee. Mr. Jamaal Smith also finds many portions relating to the Fire and Police Commission bill very problematic in removing local control. Mr. Royal suggested reaching out to Senator Taylor to see if there is a specific date that this bill will have a public listening session or a time (SB 117) and the staff assistant will find out this information about the timeline. This discussion will be moved to the next meeting and the staff assistant will let members know about the timeline. Meeting adjourned: 1:59 P.M. Linda M.
