Members present: Tammy Rivera, Nate Hamilton, Theresa Scott, Fred Royal, Tim Baack, Amy Orta, Steve Jansen, Shawn Muhammad, Jamaal Smith, Camille Mays, Eric Moore, and Jeff Roman Members excused: Huezong Yang and Will Perry 2. Review and approval of the minutes of the April 1st and April 22nd meetings. Ms. Rivera said to add Ald. Perez to the list of all CC members on the April 22nd minutes, seconded by Mr. Smith. There were no objections. Mr. Jansen moved to accept the minutes of April 1st and April 22nd as amended, seconded by Mr. Royal. There were no objections. 3. Discussion with the Milwaukee Police Dept. relating to the CJI 6-month report and stop and frisks. Mr. Baack said the 6-month report is deeply troubling in that 4 out of the 5 City of Milwaukee Page 1 COMMUNITY COLLABORATIVE Meeting Minutes May 20, 2021 COMMISSION recommendations are not showing any progress or are not near anywhere the benchmarks. Ms. Mays seconded Mr. Baack's concerns as well as his concern that there has been a decrease in compliance. Ms. Rivera suggested reaching out the ACLU about extending the settlement; Mr. Jansen recommended Karen as a good contact and will send her contact info. Mr. Jansen's opinion is that the report was pretty shocking and there needs to be discussions on not only extending the settlement, but also consequences. Mr. Jansen will contact the ACLU and Chair Hamilton would also like the FPC Director be present and he encourages them to create their own audit parameters. Mr. Baack supported both the extension and consequences. The City Attorney's Office should also be present. Chair Hamilton would like to have a statement put out to the media about where the Commission stands in regards to the 6-month report. Ms. Orta thought this was important, as well as for a show of transparency. Ms. Orta will assist in drafting something for review to be released. 4. Update from the committees and add/remove members. Mr. Smith said the Policy Committee's next step is to move forward with the Community Engagement Plan. Mr. Carlton Mayer's services will be voted on at the next meeting, so that needs to be on the agenda. Mr. Jansen said the Research and Survey Committee no longer has a chair due to Pamela Malone's resignation. Mr. Mozina was able to re-structure the questions into an organized Excel document. The next step is to come some conclusions about what actually needs to be on the survey. Ms. Orta said the Outreach Committee duties overlap with the Research Survey Committee and these two committees need to work together in how to best disseminate. Ms. Rivera will connect with Ms. Scott to orient her as to this body. Mr. Smith said the Committee discussed the Use of Force SOP and it would like Milwaukee's to mirror Camden New Jersey's and he would like the entire body to discuss a Use of Force Policy. The text in red are portions that deserve particular attention. This should be on the next agenda. Camden's police force did not fire any firearms last year. Mr. Mozina would like to have added "no knock search warrants" as a use of force. Mr. Smith agreed with Mr. Mozina and he noted that "no knock warrants" aren't even tracked. Mr. Mozina did analysis of "No knock search warrants" and he will provide that data. Mr. Smith is concerned about getting data on all search warrants. This will also be on the next agenda. 5, Commission recommendations on the use of American Rescue Plan Act of 2021 funds. Mr. Royal would like funds allocated for the process of community engagement as costs will probably be substantial to pay for subject matter experts, guest speakers and outreach costs. Mr. Royal moved, seconded to Mr. Orta, to allocate some of these funds for community engagement costs by this body. 6. Public questions or comments. Mr. Jansen thanked Pamela Malone for her service. He would like to limit meetings to one hour. Ms. Rivera would like to have an update on the police chief re-instatement. Ms. Rivera would like to make recommendations for racial equity and inclusion efforts City of Milwaukee Page 2 COMMUNITY COLLABORATIVE Meeting Minutes May 20, 2021 COMMISSION that out work intersects with. She is also fine with these items going straight to committee. Chair Hamilton would like to discuss Ald. Lewis's Diversion Task Force. Mr. Smith will update the CCC on this item at the next meeting. Mr. Baack noted that some communities are moving from armed officers not responding to traffic issues.
