Members present: Nate Hamilton, Fred Royal, Tammy Rivera, Theresa Scott, Camille Mays, Nate Hamilton, Tim Baack, Shawn Muhammad, Eric Moore, Jamaal Smith, Army Orta, Steve Jansen and Jeff Roman 2. Approval of CCC statement on the latest CJI report. Mr. Smith would like to ask the Social Development Commission to schedule committee meetings as well as hybrid for those who can't participate in the official meetings. Ms. Rivera would like to add a statement that the settlement will be extended to add accountability and reminder to everyone, and add some teeth. Based on this report and the status of compliance, it is pointing to an extension of the settlement oversight. Mr. Royal suggested that the CCC support the continuation due to the non-compliance. Ms. Rivera supported that. The Police Department is saying that citizens don't want Citizen Contact Cards, but he thinks it might be MPD that doesn't want to do the extra work to fill out the card and give it to the citizen. Ms. Rivera noted that citizens don't know what that card is; no effort was put into educating City of Milwaukee Page 1 COMMUNITY COLLABORATIVE Meeting Minutes October 7, 2021 COMMISSION people about these cards. Mr. Baack said that the statement could include the need for education about these Contact Cards. Mr. Baack said MPD is in no position to amend the settlement as they are so out of compliance with it in its original form. Mr Royal suggested adding language to read at the end: "The Community Collaborative Commission supports looking at the extension of the settlement agreement since MPD has failed to be in compliance since its inception and we are also in support of more community outreach to inform the citizens of the compliance for the progress, or lack of, in the future of this settlement agreement. We also oppose any modifications to the original settlement, including discontinuing the Citizen Contact Cards." Ms. Shakeshaft of the ACLU said they will be going to back to court or seeking an extension of the agreement. The CCC statement is in line with what the ACLU will be seeking. The settlement agreement may need to be strengthened or clarified to assure agreement. Mr. Jansen said instead of "opposing any modifications to the settlement" we are in support of community outreach and those that strengthen accountability. Mr. Royal agreed. Mr. Jansen moved to approve the statement as drafted and amended during this meeting. Seconded by Mr. Royal. There were no objections. The ACLU position is there needs to be substantial compliance for a minimum of 5 years and it has not been in compliance for these 3 years. Send to Mayor's Office, media outlets, FPC (Leon Todd) and Commissioners, Common Council members and MPD. The chair will approve the final statement, then be distributed to all members.
