Meeting unofficially convened: 1:08 P.M.; convened officially at 1:12 P.M. Members present: Tim Baack, Steve Jansen, Jeff Roman, Theresa Scott, Nate Hamilton, Jamaal Smith, Tammy Rivera (1:12 P.M.) and Eric Moore (1:22 P.M.) 2. Review and approval of the minutes from January 13th. Jeff Roman moved, seconded by Tim Baack, for approval of the minutes. There were no objections. 3. Update from committees and adding/removing members. Mr. Steve Jansen said the Research and Survey Committee got a new chair and is working on a new resolution relating to a community survey. The idea is to have a survey in process interviewing constituents by the end of the year. They added an additional paragraph that clarifies the Committee's position that the Committee controls how the survey is conducted. They are going to explore other ways the Committee can be helpful. If anyone else has any survey questions, they are open to suggestions. Mr. Baack commended the Committee for its work. The resolution is to get approval to have the city start the bidding process and the Commission will decide the price point and which group is preferred to do the survey. They are seeking a vote on approval on the resolution on the next agenda, if possible. Mr. Jamaal Smith, Policy Committee, said his team met with Ald. The goal is to have a community meeting in May - they have been trying to connect with specific Council members. They are also going to try to connect with Mayor Johnson now that the campaign is over. The first meeting is scheduled for May 28th with Ald. Kovac. (and they have confirmations for May 2022 through February 2023). Council members seem supportive. 4. Finalize details of May 12th virtual public meeting. Assistant City Attorney Heather Hough asked what topics the town hall meeting will be covering. Chair Hamilton said the Collins settlement agreement will be discussed, as well as the Community Oriented Policing policy and the Community Research Committee work. Basically update the community. Ms. Hough noted that the end of March the CJI released its progress report, which is available on the FPC web site. She sees the town hall as a great opportunity for community input. The city is currently in mediation, so not a lot to share. She will attend the town hall meeting and will soon be working for the police department. The annual CJI report is released every September 23rd. Ms. Rotker, ACLU, said the 6-month report shows a lot of continuing non-compliance and the ACLU is happy to participate at the town hall meeting. The agreement does say there needs to be compliance for 5 years, not that the agreement only lasts 5 years. Someone from ACLU will be at the May 12th meeting. Someone from the FPC will also participate in the town hall meeting. A media release will go out about this meeting (reps from MPD, ACLU and FPC will be present virtually). Mr. Steve Jansen wanted to keep the use-of-force also front and center as that is a concern of the community. Date is May 12th from 6-8 p.m. People can attend in-person at a City Hall room. The chair will create an outline in the next week or two of bulletin points relating to timing and to give the community time to speak. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority.
