Meeting convened: 1:15 P.M. Members present: Fred Royal, Tim Baack, Nate Hamilton, Bridget Whitaker, Steve Jansen, Tiodolo Delagarza, Jeff Roman and Camille Mays (arrived at 1:27 P.M.) 2. Review and approval of the minutes of the Sept. 8th meeting. Mr. Royal moved for approval. There were no objections. 3. Vote on 2023 funding -- amount requested and what the funds will be used for. Mr. Jansen, chair of the Survey Committee, said the process is going through the City Clerk's Office. No money would be appropriated until after the bids are received so they have to wait on that. Mr. Royal is projecting around $30,000 to pay Carlton Mayers's consulting fees through the end of the public listening sessions, unless something changes. They are budgeting for 4 hours facilitation and 2 hours of travel from Illinois. There are 12 more to schedule as they have completed three. The chair recommended asking for another $50,000 to pay Carlton Mayers and also $10,000 for 4 in-person town hall meetings to update the community on how they feel the Collins agreement is progressing (rental space for hall, food/refreshments for attendees) for a total of $60,000. Updates from the committees and add/remove members. Community Survey and Outreach Committee - Mr. Jansen said the City Clerk's Office is assisting in getting the RPF on the city website. In November, they should start receiving the bids. They are still on track for starting the survey in January. Mr. Jansen can e-mail out the final RFP before it is released. They did discuss doing marketing, but some members aren't as comfortable with that. Mr. Jansen can assist with marketing the community plan. Mr. Royal said the Outreach Committee needs to become fully engaged. Ms. Whitaker-Robinson is interested in being on the committee. Mr. Royal would appreciate more participation in these public listening sessions as well as members encouraging their constituents to attend. Mr. Hamilton said the public notices seem to imply that MPD is organizing these, rather than the CCC. Mr. Royal thinks if people can protest 365 days a year than they should be able to commit to attending one 4-hour meeting. Mr. Leon Todd has created a suggested use of force language policy and he would like the support of other Council members. Mr. Todd noted that public comment is usually first at the meeting, although Mr. Royal will be speaking on this specific item. 5. Change in meeting dates/times/frequency to improve attendance. Any other ways to improve attendance. Ms. Mays noted that this time is very hard for her. Mr. Jansen is really only available on the weekends and anything more than an hour is too long for him (30 minutes is optimal). The meetings will be moved to 11 a.m. on the 2nd Thursday. Mr. Royal moved, seconded by Ms. Whitaker-Robinson. There were no objections. 6. Items for the November agenda. The CJI report will be on the November agenda. Discussion on quarterly town hall meetings - setting a schedule.
