1. Call to order.
The meeting was called to order at 1:03 by Pamela Malone. In attendance were Steve
Jansen, Paul Mozina, Deborah Blanks, Fred Royal, Jack McNally and Mary Sussman
2. Roll call.
3. Discussion of the following tasks and how to accomplish them
1. Report on progress in seek community input on Police Department operations to improve
trust between law enforcement and city residents as set forth in the Charles Collins, et al., v.
City of Milwaukee, et al., settlement agreement including methods to be used.
2. Update on the format of providing a forum for soliciting community input regarding law
enforcement policies, procedures and practices in Milwaukee, particularly with respect to
the treatment of members of minority, LGBTQ, disabled and other historically underserved
and underrepresented communities.
3. Discussion of how we are going to conduct the annual survey of Milwaukee residents
belonging to communities that are statistically more likely to interact with members of the
Police Department, about the residents’ views on police-community relations.

4. Report on identifying and evaluate the effectiveness of progressive policing
strategies deployed in other cities, soliciting research and expert assistance as needed, in
relation to reducing disparities and improving police-community relations.
5. Communicate community concerns regarding law enforcement policies,
procedures and practices in Milwaukee to the Police Department and the Fire and Police
Commission, and present an update to the Common Council on a quarterly basis. Deborah
Blanks, Steve, and myself will do this. I am contacting the Common Council on putting us on
the agenda.
6. Form that the annual report to the Common Council to the Commission’s
findings and recommendations for policies, practices and procedures to build trust between
Milwaukee law enforcement and city residents will take. Discussion of who will participate
in writing the report.
Fred clarified that the 6 functions of the CCC had been divided among the various
committees and that the role of the Research Committee is to (1) conduct and annual
survey and (2) communicate any concerns and provide an update to the Common
Council.
Steve suggested that we conduct a benchmark survey to discern what the Common
Councils wants.
Discussion ensued about Collins and police/community interactions with MPD. Fred
asked how will Collins be rolled out. Citizen’s contact cards were suggested. Fred
suggested that survey should include how police perceive the community as well as
how the community perceive the police and asked how that information would be
communicated. Deborah commented that these are very different areas that we are
attempting to obtain information on in the survey.
An update was provided on online research venues. Methods discussed included
Survey Monkey and Facebook. Fred suggested possibly conducting two surveys.
Mailed surveys with follow up questionnaires was again discussed along with issues of
validity and reliability. Deborah recommended that questions from the broader CCC not
be entertained until the research committee considered its recommendations. She
added that to do otherwise may present Institutional Review Board issues and I
concurred.
It was decided that Research Committee members should submit five questions to the
Chair for review.
4. Adjourn.
Paul motioned to adjourn and Steve seconded the motion.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
