Call to Oder The meeting was called to order at 1:03pm by Chair Pamela Malone. Pam Malone stated that she would need help typing minutes. 2. Roll call 3. Approval of January 27, 2021 minutes 4. Review of proposed survey questions The committee received an email from Steve with questions. It was suggested that we may have to change the format. Steve made it clear that the document he shared with the Research Committee was a working document and gave an update. Steve shared that he sent the document to the co-chairs and stated that he will contact them asking them not to share any information. The research committee previously voted not to share any questions at this point. He added that the report coming out in October was the reason he shared the information. The committee discussed the document Steve prepared and how to conduct the survey. Dr. Blanks asked what were the overall goals of the survey since the answer to this question will drive the direction of the survey The Chair stated that Steve suggested in a previous meeting that we don’t want a long survey. Steve suggested multiple surveys. 5. Discussion of methods of administering survey The discussion moved to methods of administering the survey. The population to be interviewed was discussed. Paul stated that we should concentrate on Blacks given the statistics on involvement wit police Pam raised the issue of whether the Chauvin trial and other recent events would impact responses. Given the history of Blacks and police events, it was suggested that it may not have a significant impact. Dr. Blanks suggested conducting one survey for every racial group so we can make relevant comparisons between various groups in terms of age and other demographic factors or possible an initial survey and one done at a later date for comparison. The Chair agreed with Dr. Blanks that we should do both a quantitative and qualitative analysis and stated that we do not want too many open-ended questions. Steve agreed that one survey with different categories of questions. Paul wants to reorganize the in-progress document created by Steve and Steve agreed to give access to reorganize or add questions. Steve also agreed to help with the reorganization process. A discussion ensued about the sample size and whether the respondents needed to be random. The committee agreed that the sample size should be more than 1,000 but less than 1,500 respondents. Dr. Blacks made solid arguments that the survey does not have to be completely random. We also discussed that the survey needs to be written in different languages to accommodate the populations to be surveyed. It was suggested that Jeff Roman, Tammy Rivera, Fred Royal should be contacted for input as well as Damien and Jamal for assistance in reaching people to be surveyed. 6. Discussion of population to receive survey Discussed under item #5. 7. Discussion of proposed budget for survey 8. Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to register with the City Clerk's Office License Division.
