1. Roll call
Chair Jansen initiated a roll call. A quorum was present and the meeting began
2. Review and approval of minutes from previous 2 meetings
Chair Jansen stated that the minutes were almost completed but were still being
worked on. It was decided that the minutes would be tabled again for approval at the
next meeting. Therefore, in the next meeting there will be approval of 3 meeting
minutes: 2/3/22, 2/5/22, and today’s meeting of 4/14/22.
3. Update on CCC Resolution for a survey
Jansen expressed concern for cost. We need to go out with an RFP and the bids need
to tell us the cost, how it is administered, and the process. I believe we can get a
survey done for 50,000 dollars. But we can be creative in how we reach out to people.
Are we going to tell them the amount we have available or wait to see how they will
price us. The costs in my work was from 34,000 to 115,000 for a strategic plan for
racial equity. But we don't know what vendors will see the value in the survey. I suggest
we come up with our own general price point. Blanks stated that you can do that as
part of the RFP criteria and that price point and efficiency will be how they will be
evaluated. I wouldn't tell them necessarily the price because a consultant will base how
they present things based on their value. I have seen people come in with 2 prices.
What you want is to see how creative they are going to be and then negotiate what is
kept in or taken out. I want to see the value of what they are going to give me first.
Sometimes people will low ball you and give you a top product and others will give you
something expensive but the value is not quality. I wouldn’t give them a range. At most
I would give them a top price. Barbara Cooley stated that she was on and present in
the meeting. Cooley stated that it would run over 80,000 for a QR Code and online
option based on her experience in the past. We would do it from every police and

aldermanic district so that we can compare year by year for every area of the city. We
are hoping to have a results report in December. This is the police satisfaction survey.
Jansen asked how many. Cooley stated they sent out RFP to 10 vendors and got 1
BID. There is a real shortage of help and workers in research companies. Jansen
specified how many citizens. Cooley stated 1,000 valid responses were given. Cooley
said that the last time was 60k but it went up because the mailing version was higher
because the telephone version was cheaper. They went to a hybrid version of
telephone and mailing. Blanks stated that this was great information. The price may
exceed 50k. Are there ways to fine tune some things to minimize the cost. What can
we do to keep the cost down? Jansen stated that perhaps facebook and QR codes to
reduce cost. Cooley stated that she had concern about a valid sample and that it
should be evenly distributed. Blanks said we could do some research to find out less
costly and more efficient surveys. Jansen we can make a push for more funding.
Blanks said she would feel more comfortable if we did a scan of what is out there to
make a case for the missing piece for more funds. During my dissertation I looked at
community organizing and crime prevention. I had a team of researchers from the
african american community and folks would go out and interview people. It is possible
for CCC to do this if there is training and its well structured. The previous time it made
the research methodology challenging because people were doing it differently. The
questions were not the same. You want it to be as uniform and consistent as possible
with the same instructions. We would have challenges if it was peer reviewed. There
must be a real stringent process. Cooley said there is one other cost with the initial
survey and that is having the script translated into spanish. Jansen set a goal of
responses. Cooley stated we need 200 from each police district. Jansen stated CCC
could do it. 50 people per weekend with a longer period of time. How much could we
save? Blanks stated this would be scary because you need a consultant to make sure
this is done consistently for 275 dollars. Have it grounded in research at the lead of
this. Blanks said you could hire a consultant in research who could lead the project
and train and work with CCC workers. It could be a community based participatory
research project. Then someone in the lead can ensure that it is a successful project.
A professional could be blended into the project leading things yet working with
volunteers.
4. Discussion of future goals and topics for the Committee
Due to lack of time agenda item number 4 is tabled to the next meeting. In the next
meeting there will be a discussion on future goals and topics for the committee.
Jansen said the meeting was at its end. Blanks motioned for adjournment. Jansen
seconded. The meeting was therefore adjourned.

meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
