Roll call. -The meeting began at 12:15 p.m. The meeting did not achieve a quorum for formal agreements or motions to be passed. The meeting continued with some updates on the Survey Resolution. No formal motions were made. Present was Committee Chairman Stephen Jansen; Fire & Police Commission (FPC) Research & Policy Analyst, Barbara Cooley; and Milwaukee Police Department (MPD) Risk Manager, Heather Hough. Distinguished Committee Representative, Deborah Banks was unable to attend the meeting. 2. Approval of meeting minutes dated 5/19/2022 -Approval of the minutes is tabled to the next meeting pending a quorum for passage. 3. CCC Survey Resolution Update 4. Next Steps Discussion-Common Council Steering & Rules Committee meetings likely 6/1/2022 or 6/6/2022. In this they will consider the Survey Resolution Proposed. -Chairman Jansen reported that the City Clerk’s Office has indicated the Survey Resolution passed by the CCC will be headed to the Health & Public Safety Committee rather than the Rules & Steering Committee. 5. Presentation and Approval of Committee letter in support of Survey Resolution passed by the CCC. City of Milwaukee Page 1 COMMUNITY COLLABORATIVE Meeting Minutes June 2, 2022 COMMISSION - COMMUNITY SURVEY & RESEARCH COMMITTEE - A letter has been drafted in support of the resolution. Chairman Jansen stated that it is a one page letter affirming support for the committee and to be sent out to the entire Common Council body at some point. The letter is available to anyone upon request. No motions were taken regarding the letter due to lack of quorum. 6. Meeting with City officials and ACLU later today related to requests on data. Any data that you feel is pertinent to know regarding policing? It would need to be relevant to stop & frisk. -Chairman Jansen reported that there is no meeting today. The meeting will be informally next week. Chairman Jansen stated that he had an interest in training data and how the Milwaukee Police Department (MPD) was trained. In particular, data reflecting the percentage of officers receiving various training during the year. More to come related to that later. 7. Open Discussion-Committee or community questions -Chairman Jansen asked if there were any questions. There were none. Chairman Jansen ended the meeting by stating that the Committee was interested in a smooth transition with the survey and wanted to make sure that the transition into starting the survey was as smooth as possible. Jansen stated that there were groups who were interested in the survey contacting the CCC. Jansen will advise the CCC that those groups interested in conducting the survey should wait for the formal RFP and BID process to be set up. Jansen reached out to the City Procurement Office and was given information on drafting an RFP. The draft of the RFP is in the process of being completed. The Committee and the City are committed to working together for the RFP to be completed in accordance with expectations and requirements. Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to register with the City Clerk's Office License Division.
