1. Roll Call-new CCC Member Tiodolo Delagarza (with the Milwaukee LGBT Community
Center), Committee Member Deborah Blanks, and Stephen Jansen Chair.
2. Approval of meeting minutes dated 5/19/2022 and 6/2/2022.
3. CCC Survey Resolution Update-passage of the Survey Resolution in the Common Council

IV. Next Steps Discussion-Common Council
-Letter was sent to the Council Health & Safety Committee members on the day of
passage. Chairman
plans to send the same letter to the members of the Common Council
-Would anyone who is a member of the CCC be able to be a part of the process?
(Tiodolo)
-Tiodolo stated that he was informed by Chair Jansen that if there is a confl ict of
interest an individual
would be asked to choose between submitting a proposal and deciding which contract
is awarded. Chair
Jansen stated there was no confl ict for service in the general CCC body during the
RFP process,
provided that they are separate from the decision making process.
V. Presentation and Approval of Committee letter in support of Survey Resolution
passed by the
CCC.
- A vote to approve having the letter previously discussed be sent to the entire CCC for
approval

4. Reading and Discussion of the first few paragraphs of the Request For Proposal for the
Community Policing Survey

VII. Planned revival of Use of Force language changes
-Sending a letter to the FPC
-Mr. Royal stated he just got off the phone with chair of the FPC Ed Fallone. They are
stalling on the
use of force language. It is so important. Steve asked the FPC if something happens
during the summer
day what are we going to report out as a city? If we look at the current policy in place
along with the
Biden Administration guidelines it doesn't change anything. The use of force language
hasn't changed.
It doesn't define what is excessive and allows police to decide what is excessive. We
want the New Jersey
language to make sure that it must be reasonable. it goes on to restrict certain
instances for when you
cannot use force. We will have lawsuits of people exceeding their authority. We need
language in 6
areas where use of force is restricted because without it it is still objective.
-Mr. Royal said we should schedule a meeting with Ed Fallone on this issue. He is their
boss at FPC to
extend more pressure and leverage.
VIII. Brief discussion on adding a community member to FPC not appointed by the
Mayor
-Matter tabled to a future meeting. Mr. Royal informed the Committee that the topic
must be done
through the State Legislature.
IX. Open Discussion-process for future parties interested in making a survey BID
-Deborah stated we should wait until the RFP comes out. In government, everyone
should have the
same opportunity and information so there are no disadvantages or hold ups. No
appeals. Everyone
should have the same playing field. RFP should have a full process for everyone to
compete. Mr. Royal.
Is there normally a dollar amount included for work considered in RFP? Deborah, I
have seen it both
ways. We should check with the city to see if there is a reference. some RFPs have a
maximum. It’s
useful so that people are thinking in the same ballpark. I’ve also seen it where orgs
just ask to see a
budget.
-Deborah stated, we need to be very careful about how other orgs present and work
carefully with the
city. We want it to be a fair process. Tiodolo stated, he would like to see the survey to
see how it impacts
the city. Is any of this LGBT affirming or supporting? Deborah stated, the survey
concerns issues with
stop and frisk. Deborah wanted to be clear that the survey is related to stop and frisk
policy. Tiodolo
stated, he would be interested in how police officers work with people who are
LGBTQIA community

and how they interact with people.

meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
