Meeting convened: 12:05 P.M. Members present: Stephen Jansen, Deborah Blanks and Tiodolo Delagarza (12:32 P.M.) Also present: Molly Kovel - ACLU 2. Review and approval of the minutes from Sept. 9th and Sept. 15th. There were no objections to approval of the minutes. 3. Discussion on the Request for Proposal. Ms. Blanks spoke to the city clerk and had a good conversation with him and going through the city clerk's office is the best way to proceed as being the most efficient way. She thinks it can be a smooth process once the RFP is submitted to his office. Ms. Blanks thinks the RFP might be complete enough at this point to submit. They are hoping for 1000-1200 respondents to the survey, per Mr. Jansen. Ms. Blanks would like to have the RFP submitted today or tomorrow and let the city decide if it needs anything more. Mr. Jansen supported that as well. Ms. Blanks will ask the city clerk's office about whether or not a bid amount should be included as part of the RFP. 4. Discussion on the public meetings in the aldermanic districts - what is happening and how to market them. City of Milwaukee Page 1 COMMUNITY COLLABORATIVE Meeting Minutes September 29, 2022 COMMISSION - COMMUNITY SURVEY & RESEARCH COMMITTEE They are working on making some revisions to the community plan on how police will be engaging with the public. There have already been some meetings in the aldermanic districts. An expert is already compiling public comments in a formal manner. They would like to boost turnout at these meetings. Mr. Jansen will ask Mr. Royal about what the process is like and maybe attend the next meeting. Ms. Blanks said that marketing is not her expertise and doesn't feel she has the capacity to take on this role. She asked if the committee had been in contact with non-profits to assist in bringing out the public. Each meeting is in a different aldermanic district. Mr. Jansen can update the Facebook page and reach out to Mr. Royal as to the upcoming dates and locations. This will be a new opportunity that this body will be growing into. He will talk to Mr. Royal about what the Policy Committee can do. Mr. Delagarza did attend one of the public meetings. The biggest piece that stood out for him was equipping and training MPD to work with populations with mental health and substance abuse issues. He has had numerous interactions with MPD as well as with the CIT squad (Crisis Intervention squad) and the CIT squad definitely is less aggressive. There were about 50 people present. He went to the Marquette meeting about a month ago. People pre-registered and were given a tablet to answer questions, and based upon the responses the tablet provided feedback.
