1. Roll call.
Meeting convened: 12:03 P.M.
Members present: Deborah Blanks, Steve Jansen and Tiadolo Delagarza
Also present: Barb Cooley - Fire and Police Commission and Amy, whose mic wasn't
working.
2. Review and approval of the minutes of November 3rd.
Minutes approved without objection.
3. Discussion on the RFP and the Selection Committee.
Mr. Jansen said the RFP process is moving forward and is now in Purchasing and it is
hoped it will be approved soon.
For the Selection Committee, Ms. Blanks thought it should be 5-7 people with an odd
number so a tie vote won't occur. She would caution that all members should attend
all meetings of the Selection Committee. Mr. Jansen can create a form with a "yes" or
"no" box to see who on the CCC is interested - he'll e-mail the draft of this form to Ms.
Blanks. Ms. Blanks would like to have the Purchasing Division involved to give
expertise as well as validation of the process. Ms. Blanks is considering having the top
two contenders do a community presentation, which the community can rate. Ms.
Blanks suggested having the Selection Committee interview all potential contractors
prior to scheduling a community presentation to cull out any applicants that are not
viable.
Ms. Cooley asked about how the consultant would be paid since the current consultant
will be spending all of their current funds. Ms. Blanks would encourage having costs
kept as low as possible (through using volunteers). Meetings could also be virtual,
which are cheaper than in-person meetings.
The next meeting will Thursday, Dec. 15th at noon.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.
Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
