1. Roll Call.
Meeting convened: 12:02 P.M.
Members present: Deborah Blanks and Steve Jansen
Member excused: Tiadolo Delagarze
2. Review and approval of the minutes of Dec. 15th.
Ms. Blanks for approval. Seconded by Mr. Jansen.
3. Discussion relating to the RFP and the Selection Committee.
Mr. Jansen apologized for the missed meetings, primarily due to surprise audits. Ms.
Blanks understands and there is no need to apologize.
Mr. Jansen said the Purchasing Division has asked for later dates as there have
been some delays with them. He proposed some dates. The new RFP release date
is Feb. 7th and the closing date is Feb. 28th. Evaluations will begin the week of
March 6th and the selection will be the week of March 13th, with follow-up interviews
and presentations the week of March 20th and the contract awarded the week of
March 27th. The survey itself will begin the week of May 1st and will last about six
months (to be included by the end of the year, before the holidays). The results will
be unveiled the first week of December.
The Selection Committee will be Deborah Blanks, Steve Jansen and Nate Hamilton
(or an alternate, such as Mr. Delagarza). He would like the Selection Committee to be
composed of three people. Ms. Blanks asked that her business e-mail be used,
rather than her personal e-mail. She is nervous about having an alternate, unless
that person is only available if the primary person cannot attend (and it should be as
infrequent as possible).
Mr. Jansen doesn't think there will be many submissions, but still anticipates there
being a public meeting.
For the next meeting, he would also like to discuss who would be the best fit. Ms.

Blanks would look at their basic methodology and also get a sense of how they will
connect with the community and their community engagement strategy. Ms. Blanks is
also concerned that the Selection Committee isn't diverse in terms of race and she
hopes the award recipient will have diversity and how they will obtain
input/information from many different communities. Mr. Jansen will make these
points into bullet points and distribute them and this is a great start for further
discussion. Ms. Blank's business e-mail is info@kairo.com. The survey will be on
how people feel about stop and frisks.
Mr. Jansen thanked various individuals for getting the body to this point.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.
