1. 170443 Substitute resolution relative to the establishment of the Year 2018
Funding Allocation Plan.
Sponsors: Ald. Stamper
Ald. Zielinski moves to take $60,000 from DCD administration and move it to
employment services. Prevailed. 5-0
Ald. Zielinski moves to take $100,000 from DNS Targeted Code Enforcement and
move it to youth services.
Tom Mishefske - DNS - intern vacancies would not be filled if this money were
removed. Ald. Zielinski suggested that the 2018 budget be created based upon this
change. No vote taken on this motion. Withdrawn.
Tammy Rivera - Executive Director of Southside Organizing Committee
Joyce Mallory - Nonprofit Center
Mr. Mahan will change the name of the Emerging Business Enterprise Program on
his PowerPoint program.
Speakers:
Jeff Martinka - Executive Director of Neighborhood House of Milwaukee - wants
support of youth services
Bria Grant - Executive Director of Unite MKE - goal is to address the high rising cost
of healthcare and they provide a mechanism to invoice insurance companies for
health services provided.
Frank Sensabaugh - C.P.R. (Crisis Prevention and Resolution) and D.N.A.
Vaun Mayes - Program the Parks
Toni Jones-Dixon - OSAT - process is complex to apply for the funding
Deborah Blanks - not a lot of black-led nonprofits, which we need to have to build

This meeting will be webcast live at www.milwaukee.gov/channel25.
In the event that Common Council members who are not members of this committee attend this
meeting, this meeting may also simultaneously constitute a meeting of the Common Council or
any of the following committees: Community and Economic Development, Finance and
Personnel, Judiciary and Legislation, Licenses, Public Safety, Public Works, Zoning,
Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is
occurring depends on whether the presence of one or more of the Common Council member
results in a quorum of the Common Council or any of the above committees, and, if there is a
quorum of another committee, whether any agenda items listed above involve matters within that
committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action
other than information gathering will be taken at the simultaneous meeting.
