Roll call and approval of the minutes from the previous meeting. Meeting convened at 9:01 AM Ms. Barndt moved approval, seconded by Ms. Davis, of the previous meeting minutes. There were no objections. Present: 5 - Wacker, Barndt, Shelledy, Davis, Kalscheur Excused: 2 - Hintz, Spraggins 2. Presentation regarding open records and public meeting laws. Assistant City Atty. Melanie Rutledge appeared to present information to the board regarding open records and public meetings laws. The presentation included information relating to public vs. private records, walking quorums, confidential requests, closed session meetings, and teleconferencing. 3. Discusson related to phone conferencing and updating bylaws. The board discussed adding the ability to allow teleconferencing at meetings to ensure a quorum is maintained. City Clerk Jim Owczarski was present. He will prepare a draft of the proposed bylaw changes for review at the next meeting. 4. The Board may convene into closed session to hear disciplinary matters and related information pursuant to s. 19.85(1)(b) and/or (f), Wis. Stats., and to consider and render confidential advice pursuant to s. 19.85(1)(h), Wis. Stats. The board did not convene into closed session. 5. The Board may then convene into open session as authorized by s. 19.85(2), Wis. Stats. 6. Update on appeal requests relating to waivers of late filing fee of the Statement of Economic Interests. Ms. Celella spoke with Mr. Abdulkadir Omar, who was out of the country from March of 2013 to April of 2014. A letter and email was sent to Ms. Lynnda Guyton requesting payment of the late fee upon receipt. Ms. Guyton did not respond. Mr. Shelledy moved, seconded by Ms. Barndt, to approve the waiver of Mr. Omar's late fee. There were no objections. Mr. Shelledy moved, seconded by Mr. Kalscheur, to deny the waiver of Ms. Guyton's late fee. There were no objections. 7. Report from staff assistant relating to office activities of the previous month. Ms. Celella contacted the two individuals that requested waivers of the Statement of Economic Interest late fees. She has also worked on documenting procedures for the Statement of Economic Interest requirement. 8. Review newly filed Statement of Economic Interest Forms for clarity and completeness. The form submitted by Timothy Hoelter was reviewed. 9. Set next meeting date(s). The next meeting will be July 15, 2014 at 9:00 AM.
