Present 5 - Coggs, Lewis, Murphy, Stamper, Witkowski 1. 160001 Communication from the Mayor relating to the proposed 2017 budget. Sponsors: THE CHAIR Mayor's Office Individual present: Pat Curley - Chief of Staff Aaron Szopinski - Research and Development Coordinator Dennis Yaccarino presented a summary. Questions related to Sherman Park, training people in the trades, state funding and where development is going. Other concerns were relating to lead in the water, as well as lead paint in city-owned properties. Ald. Stamper is concerned with how many houses are being razed, rather than rehabbed, in the inner city. Ald. Stamper also wants the Council involved in minority recruiting for police officers, which they will be. This Budget was NOT ACTED ON Health Dept. Molly King gave a department overview. Individuals present: Bevan Baker - Commissioner Erin Perkins - Coordinator of the city's Office of Violence and Sexual Assault Sandy Rotar Ald. Murphy is disappointed that opiod use/abuse wasn't even mentioned with no money being targeted for this, nor even a part-time staff person. Comm. Baker said they are addressing this problem through partnerships, through needle-exchange programs, rather than directly in the budget. Paul Biedrzycki is the point person assigned to heroin and opiate abuse. Ald. Murphy is concerned is the report has been done for two months, but the health department hasn't released it and no-one has seen it. Ald. Murphy also mentioned is there is now a restaurant grading system and he was City of Milwaukee Page 1 FINANCE & PERSONNEL Meeting Minutes October 11, 2016 COMMITTEE concerned with the number of more severe health violations city restaurants have. The health department will research as to whether that is generally what other cities see as well. Ald. Murphy had a number of questions for the health department relating to safe zone metrics, crime data, which was responded to by Reggie Moore and also relating to lead in drinking water as well as Lake Michigan water quality. Ald. Murpy excused from the rest of the meeting at 4:20 P.M. Ald. Witkowski is concerned as to which is the greater public hazard: lead in the water or lead paint? The health department says that both are a concern and more evidence is growing of the dangers presented by lead in the water. Water filter purchases were also discussed and the city purchasing in bulk. Claire Evers spoke on expired food sales in stores and general store cleanliness. Ald. Stamper also had other questions of staff relating to a shelter and nursing staff. Ald. Coggs asked about coordination between DCD and the Health Dept. to abate lead paint in city-owned properties. Ald. Lewis asked questions about food carts and public health nurses in the Meadows area.
