David Feldmeier, Police Inspector Mr. Rynders and Chief Norman gave a Police Department presentation as follows: 2023 Budget Summary, 2023 Proposed Salaries, Proposed Average Strength, 2009 - 2023 Budget Average Sworn Strength, 2019 - 2021 Officers per 100,000 Residents & 2023 Proposed, Other Staffing Changes, Operating Accounts, Capital Budget, Revenues, Overview, Crime Update, UCR Part 1 Crime Statistics, Robbery, Auto Theft & Burglary, Overview of Violent Crime in 2022, Homicides & Non-Fatal Shootings, ShotSpotter, Carjackings by Police District, Gun Recoveries, Auto Thefts, Crashes & Fatalities, Reckless Driving, Traffic Safety Unit, MPD Median Response Times to Dispatched Calls for Service, Citywide Top 10 Calls for Service, Calls for Service by Aldermanic District, Key 2021-2022 Initiatives, Community Engagement, Civilianization, Police Reforms & Transparency, Auto Thefts & Traffic Safety, 2022 Challenges Members requested data including Police Dept. workforce demographics, supervisor to employee ratios, and fleet usage and condition. Mr. DeSiato said that the requested data, including internal information, would be forwarded accordingly. Chair Dimitrijevic left the meeting at 12 p.m. Meeting recessed at 1:37 p.m. Meeting reconvened at 1:58 p.m. -Emergency Communications Appearing: Suzanne DeFillips, DEC Interim Director Donnell Rushing, DEC Finance Manager Bryan Rynders, Budget Office Pres. Jose Perez, Common Council Mr. Rynders and Director DeFillips gave a Dept. of Emergency Communications presentation as follows: Key Performance Measures, 2023 Budget Summary, 2023 Capital Budget, 2023 Budget Highlights, Mission, Purpose, Community Goals & Initiatives, 360 Degree View Goals & Initiatives Members requested data on abandoned calls from other comparable cities. A motion was made by ALD. MURPHY that this Communication be HELD TO CALL OF THE CHAIR. In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. Parking tickets must be validated in the first floor Information Booth in City Hall. Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to register with the City Clerk's License Division.
