Ms. Pettigrew, Chief Court Administrator Himle, and Deputy Court Administrator Hughes gave a Municipal Court presentation on the following: 2024 Budget Summary, Positions & Salaries, Operating & Equipment Expenditures, City of Milwaukee Page 1 FINANCE & PERSONNEL Meeting Minutes October 4, 2023 COMMITTEE Special Funds, Special Purpose Accounts, Revenues, Capital Improvement Budget, Key Performance Measures, 2024 Major Updates from Department, Org Chart, Department Demographics, Service Delivery, Racial & Equity Inclusion Pres. Perez requested for lead code violation case data that has gone through Municipal Court and obtaining a list of the top most egregious offenders. Ald. Dimitrijevic requested a memo from Municipal Court on entertaining the incarceration of repeat offenders for nonpayment of fines, particularly citations related to reckless driving and speeding. Ald. Murphy requested LRB to draft a letter on the alders' behalf for the Municipal Court Chief Judge and the City Attorney to respond to on the legality and most permissible way to address repeat driving offenders and to hold them accountable for their offenses. Ald. Stamper requested demographic data on traffic citations based on location and zip code. Ald. Rainey requested assistance from LRB to ask the Police Department to respond on the tracking of locations (as a datapoint) where traffic citations would occur. -Deferred Compensation Appearing: Nathaniel Haack, Budget Office Beth Conradson-Cleary, Deferred Compensation Executive Director Mr. Haack and Director Conradson-Cleary gave a Deferred Compensation presentation on the following: 2024 Budget Summary, Salaries and Positions, Operating Expenses, Equipment Expenses, Special Funds, Revenues, Key Performance Indicators, Core Services, Major Updates - Department, Common Council Recognition for Plan Sponsor of the Year Award, 2023 Communicator Awards, MDCP Featured in Voya Perspective Paper, MDCP Board Demographics, Racial Equity and Inclusion -Employes’ Retirement System Appearing: Bryan Rynders, Budget Office Jerry Allen, ERS Executive Director Larry Langer, CMC Actuary Melody Johnson, ERS Deputy Director Daniel Gopalan, ERS Eric Sauer, ERS Mr. Rynders, Director Allen, and Mr. Langer gave an Employes' Retirement System presentation on the following: Goals and Objectives, Key Performance Indicators, ERS Organization, 2024 Budget Summary, Salaries and Positions, Operating & Equipment Expenses, Department Demographics, Pension Payments by Annuitant Geographic Area, Org Chart, ERS Summary Information, Fund Value of Assets 2007 - June 30, 2023, Benefit Payments Increaed by 14% from 2018 to 2023, Investment Income is 77% of Revenue from 2018 - 2023, CMERS Investment Performance History Periods Ending June 30, 2023, ERS 20 Year Rolling Average Investment Returns 1978 - 2022, Historical Value Add 1995 - City of Milwaukee Page 2 FINANCE & PERSONNEL Meeting Minutes October 4, 2023 COMMITTEE 2022 CMERS Total Fund, Growth of $1 Since 2000, Annual Returns Peaks and Troughs, Rolling Fund Returns 1979 - 2022, Act 12 Provisions Significantly Impact CMERS, Comparative Summary of Assets and Liabilities for Combined Fund Before and After Act 12, Projected Employer Contributions based on Act 12 and Proposed Recommendations, Projected Employer Contributions to CMERS Combined Fund Eligible to be paid from Act 12 Tax Proceeds, Projected Combined Fund ADEC, Projected Years Until Last Active Employee in CMERS Ald.
