Ms. Winters, Commissioner Roberts, Director Reed, and Manager Rome gave a Dept.
of Neighborhood Services presentation on the following:
2024 Budget Summary, Salaries and Positions, Operating Expenses, Special Funds,
Special Purpose Accounts, Revenues, Capital Expenses, Org Chart, Core Services,
Department Demographics, Key Performance Indicators, 2024 Major Updates,
Demolition/Condemnation, Development Center, Racial Equity & Inclusion
Ald. Dimitrijevic requested for written information on climate and equity initiatives from
DNS and a memo on the status, timeline, and amount of ARPA-funded contracted
demolitions.
Ald. Murphy requested for survey results on the Development Center; and clarity on the
administration, process, funding source, costs, impact on the code enforcement
sections, and budget amendment solutions (Ald. Dimitrijevic) related to the staffing of
additional inspectors to inspect HACM properties.
Ald. Brostoff said for there to be exploration of ideas to reduce permitting process
times, including possibly raising permitting fees in order to add staff capacity to the
Development Center.
Ald. Coggs requested data on vacancies and offices with the most vacancies in DNS
and a mapping of illegal dumping sites.
Ald. Stamper requested the costs associated with DNS cleanups of illegal dumping
sites.

Stabilization, Growing MKE, Investment & Economic Vitality, Coomercial Corridors,
BIDS, NIDs), RACM
Ald. Dimitrijevic said there should be exploration for a one stop (unified) shop between
multiple departments to assist small businesses with their processes involving
licensing, permitting, occupancy, and financial resources; and requested for a copy or
calculation information on the HACM PILOT.
Ald. Murphy asked for there to be exploration to prioritize and add funding to the
Commercial Investment program, a listing of locations for the new TIDs, strategic
planning to add capacity to the Real Estate team, and discussion with banks and big
corporations to pool funds together to spark business development.
Ald. Stamper asked to get information regarding Commercial Corridor grants and Brew
City match by aldermanic districts.
Ald. Chambers asked to get historical proposed budget appropriation amounts for the
Commercial Investment program.
Ald. Coggs requested for a list and timeline of City-owned residential properties
marketed and not marketed for sale and their status, tools to help the Healing Spaces
program for vacant lots, information regarding the use of shipping containers for home
building purposes, and further efforts to invest into neighborhoods.
A motion was made by ALD. SPIKER that this Communication be HELD TO
CALL OF THE CHAIR. This motion PREVAILED by the following vote:

2. 230555 Resolution relating to the adoption of the proposed 2024 budget for the
Redevelopment Authority of the City of Milwaukee.

of the following committees: Community and Economic Development, Finance and Personnel,
Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods
& Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends
on whether the presence of one or more of the Common Council member results in a quorum of the
Common Council or any of the above committees, and, if there is a quorum of another committee,
whether any agenda items listed above involve matters within that committee’s realm of authority.

Bike racks are available on Water Street, Market Street, and Broadway, and a Bublr Bike Share
station is located on the northeast corner of Kilbourn Avenue and Water Street.
Limited parking for persons attending meetings during normal business hours is available at reduced
rates (5 hour limit) at the Milwaukee Center on the southwest corner of Kilbourn Avenue and Water
Street. You must present a copy of the meeting notice to the parking cashier.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
register with the City Clerk's License Division. Lobbyists appearing before a Common Council
