Commissioner Soler stated the following performance matrix for reappointment:
1. Evaluation of Police Chief every six months to include the following reports:
- MPD statistics on crime data and arrest data
- how MPD is integrating community policing into their policies
- MPD's pursuit policy and how they use technology to avoid the complaints that were
voiced in the meeting
- reckless driving efforts that the MPD has in place
- 9-1-1 Center and the stats related to turnover and response rates
- CAD/technology updates
- officer deployment initiatives regarding dispatching, prevention and Differential Police
Response
- keep the board updated on retirements and the plan to replace staff
- address issues with policies that have been implemented and report if they are
working, not working and why they are not working
- management of overtime

2. The Chief of Police is also being asked to do the following:
- work with the Commissioners as they are an oversight board
- be accessible to the Commissioners through an open door policy
- work with the community to include supporters and opponents
- be transparent while working with the board

The Board may receive a motion to convene in closed session in City Hall, room 301-B, 200 East
Wells Street, to consider the above resolution pursuant to Section 19.85(1)(b), Wis. Stats. for the
purpose of considering information pertaining to the dismissal, demotion, licensing or discipline of any
public employee, pursuant to Section 19.85(1)(c), Wis. Stats. to consider employment, promotion,
compensation or performance evaluation data of any public employee over whom the governmental
body has jurisdiction or exercises responsibility, pursuant to Section 19.85 (1)(f), Wis. Stats. to
consider financial, medical, social or personal histories or disciplinary data of specific persons,
preliminary considerations of specific personnel problems or the investigation of charges against
specific persons which, if discussed in public, would be likely to have a substantial adverse effect upon
the reputation of any person referred to in such histories or data, or involved in such problems or
investigations and/or pursuant to Section 19.85 (1) (g), Wis. Stats. to confer with a representative of
the City Attorney's Office who will render oral or written advice concerning strategy to be adopted by
the Board with respect to litigation in which it is or is likely to become involved. The Board may then
reconvene in open session concerning any such item following the closed session.
This special meeting has been called pursuant to the provisions of Rule III. 1.(b) of the Rules of the
Board of the City of Milwaukee Fire and Police Commission.
