Public Comment Comment(s) by the Public Paul Mozina The Chair wanted to clarify the items on the agenda specifically, the minutes are not published on Legistar. The Executive Director clarified that the minutes are private facing for the commissioners and do not become public until the board approves them. Once the board approves, the minutes are uploaded after the meeting in case the board has any amendments during the meeting. FPC20350 Communication regarding commendations for Milwaukee Fire Department cadets who assisted with COVID-19 mitigation This Fire and Police Communication was PLACED ON FILE 6. FPC20351 Resolution to approve September 3, September 24, October 1 and October 8, 2020 meeting minutes Commissioner Angela McKenzie requested for it to be noted on the record her opposition to any type of amendments when it comes to the process that the commission had implemented for chief. This Fire And Police Resolution was ADOPTED Examinations 7. FPC20352 Resolution to approve the Fire Cadet Job Announcement This Fire And Police Resolution was ADOPTED Aye: 6- McKenzie, Cocroft, Crouther, Soler, Robakowski, and DeVougas No: 0 Excused: 1- Wilson New Business 8. FPC20340 Communication from FPC Independent Investigator regarding the completed PSSI Investigation Commissioner Raymond Robakowski has asked that the City Attorney weigh in on this matter. FPC20353 Communication about the Chief of Police process as it relates to scheduling specific individual interviews with each of the six finalists The Executive Director notified the Chair that Commissioner Steven DeVougas had to drop off from the call but he would make whatever date the commissioners decide would work. Commissioner Angela McKenzie had no preference at this time and had to drop off from the call so, she will make herself available if necessary once the decision is made. The commission will hold the interviews of the 6 finalists on Monday October 19th, 2020. The duration of the interviews will be between 30 min/half hour to 45 minutes. Each commissioner will come up with at least 2 questions. Commissioner Fred Crouther accepted two of the questions from Commissioner Everett Cocroft. This process will allow staff to begin arranging for the technology that will be used to hold these interviews as well as for the order of the candidates. The interviews will be noticed for Monday October 19th at 5:00PM Executive Session. The meeting will start in open and take a motion to go into closed session. This meeting will be virtual. Commissioner Everett Cocroft made the suggestion to publish the process for Monday either on the website or a press release to provide clarity the public.The Chair agreed that a press release is done for the process on Monday based on the meeting tonight.The Executive Director will draft and send to commissioners for approval before sending out the press release. The Chair made a final request to all commissioners to ensure that they have their web cameras on their devices turned on so that the candidates can see who they are and meet them for the interviews. FPC20357 Resolution relating to the appointment to Fire Cadet (25 positions) A motion was made by Everett Cocroft, seconded by Steven DeVougas, that this Fire And Police Resolution be ADOPTED. FPC20358 Resolution relating to the appointment to Contingent Fire Cadet (26 positions) A motion was made by Raymond Robakowski, seconded by Fred Crouther, that this Fire And Police Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 7- McKenzie, Cocroft, Crouther, Soler, Robakowski, DeVougas, and Wilson No: 0 Police Department 12. FPC20359 Resolution to promote to the position of Detective (24 positions) The Executive Director clarified for the record that she had read Item 12 FPC20358 Resolution to promote to the position of Detective inappropriately. The agenda lists 24 positions but the Police Department had rescinded 1 of those positions so it should be 23 positions that were approved. A motion was made by Fred Crouther, seconded by Raymond Robakowski, that this Fire And Police Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 7- McKenzie, Cocroft, Crouther, Soler, Robakowski, DeVougas, and Wilson No: 0 13. FPC20361 Resolution to promote to the position of Sergeant (19 positions) A motion was made by Fred Crouther, seconded by Everett Cocroft, that this Fire And Police Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 7- McKenzie, Cocroft, Crouther, Soler, Robakowski, DeVougas, and Wilson No: 0 14. FPC20360 Resolution to promote to the position of Lieutenant (20 positions) A motion was made by Raymond Robakowski, seconded by Angela McKenzie and Fred Crouther, that this Fire And Police Resolution be ADOPTED. Stat. for the purpose of considering information pertaining to the dismissal, demotion, licensing or discipline of any public employee, and pursuant to Section 19.85(1)(c), Wis. Stat. to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, and to the extent applicable, pursuant to Section 19.85 (1)(f), Wis. Stat. to consider financial, medical, social or personal histories of specific candidates for employment which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories, and pursuant to Section 19.85 (1) (g) Wis. Stats. to confer with a representative of the City Attorney's Office who will render oral or written advice concerning strategy to be adopted by the Board with respect to litigation in which it is or is likely to become involved. The Board may then reconvene in open session concerning any such item following the closed session.
