FPC21003 Resolution to approve the Police Facilities Assistant Manager Eligibility City of Milwaukee Page 1 FIRE AND POLICE COMMISSION Meeting Minutes - Final January 21, 2021 List This Fire And Police Resolution was ADOPTED by general consent. FPC21004 Resolution to approve the Help Desk Specialist II Exam and Eligibility request Attachments: FPC HDSplst II Exam EL Request 1.12.2021 This Fire And Police Resolution was ADOPTED by general consent. 3. Committee Reports FPC21007 Resolution relating to the report of the Psychological Evaluation process for Testing and Recruiting (FPC19339) Attachments: 210114 TR MTG. FPC19339 A motion was made by Commissioner Cocroft to form an appeals body/board consisting of three (3) commissioners for psychological evaluations and reach back to provide candidates from the Milwaukee Fire Department who were affected by decisions of the past vendor an opportunity to appeal the results of their psychological test. Commissioner McKenzie offered a friendly amendment to have the appeals body/board consist of a clinical psychologist, the executive director, and a commissioner. Commissioner Cocroft accepted the friendly amendment. A motion was made by Everett Cocroft and seconded by Commissioner McKenzie that this Fire And Police Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 6- McKenzie, Wilson, Cocroft, Crouther, Soler, and DeVougas No: 0 FPC21008 Resolution relating to the report of the use of Residency Preference Points for promotional exams (FPC21002) Attachments: 210114 TR MTG. FPC21002 A motion was made Commissioner Crouther, and seconded by Commissioner DeVougas to approve the addition of four (4) residence preference points to all promotional applicants' test scores for the Milwaukee Police and Fire Departments. This motion failed by the following vote: Aye: 0 No: Cocroft, McKenzie, Wilson, Soler A motion was made by Commissioner Cocroft, and seconded by Commissioner Wilson, to grant four (4) residency preference points to the test scores of promotional applicants within the Milwaukee Police Department and Milwaukee Fire Department after an applicant provides evidence of two (2) years of continuous residency in the City of Milwaukee. A motion was made by Everett Cocroft and seconded by Ann Wilson, that this City of Milwaukee Page 2 FIRE AND POLICE COMMISSION Meeting Minutes - Final January 21, 2021 Fire And Police Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 6- McKenzie, Wilson, Cocroft, Crouther, Soler, and DeVougas No: 0 4. Unfinished Business FPC20383 Resolution to approve MPD’s Discipline Matrix Attachments: NEW Discipline Matrix This Fire And Police Resolution was REFERRED TO the FPC COMPLAINTS AND DISCIPLINE COMMITTEE. 5. Fire Department FPC21005 Resolution to approve the promotion to Fire Lieutenant Attachments: Fire Lt. Promotion-Hensel 0121 (1) A motion was made by Everett Cocroft, seconded by Angela McKenzie, that this Fire And Police Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 6- McKenzie, Wilson, Cocroft, Crouther, Soler, and DeVougas No: 0 Motion to Adjourn Moved by Commissioner McKenzie Seconded by Commissioner DeVougas All in favor. None Opposed. Motion carried unanimously. Meeting concluded at 6:23 p.m. City of Milwaukee Page 3 FIRE AND POLICE COMMISSION Meeting Minutes - Final January 21, 2021 The Board may receive a motion to convene in closed session in City Hall, room 301-B, 200 East Wells Street, to consider the above promotion resolution, pursuant to Section 19.85(1)(c), Wis. Stat. to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, and to the extent applicable, or pursuant to Section 19.85 (1) (g) Wis. Stats. to confer with a representative of the City Attorney's Office who will render oral or written advice concerning strategy to be adopted by the Board with respect to litigation in which it is or is likely to become involved. The Board may then reconvene in open session concerning any such item following the closed session. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids.
