A motion was made by Fred Crouther, seconded by Dana World-Patterson,
that this Fire and Police Resolution be ADOPTED. This motion PREVAILED by

5. FPC21475 Resolution relating to the Fire Chief Selection process
A motion was made by Fred Crouther, seconded by Joan Kessler, that the FPC
Board consider the reappointment of Fire Chief Aaron Lipski for a new
four-year term as Fire Chief pursuant to the following process: the FPC will
host at least one community meeting in March 2022, where at Chief Lipski will
respond to questions and comments from the community; the FPC Board will
interview Chief Lipski in closed session during its executive meeting on April 7,
2022; and the Board vote on whether to reappoint Chief Lipski in open session
during its regular meeting on April 7, 2022. Dana World-Patterson offered a
friendly amendment to conduct the final vote during the Board's regular
meeting on April 21, 2022. Fred Crouther accepted the friendly amendment.
The amended motion was seconded by Joan Kessler. The amended motion
prevailed by the following vote:
Aye: 4- World-Patterson, Fallone, Crouther, and Kessler
No: 1- Avalos

6. FPC21476 Resolution relating to the FPC meeting format (virtual, in-person, hybrid)
A motion was made by Joan Kessler, seconded by Dana World-Patterson, that
the FPC Board begin hybrid meetings where commissioners and the public can
appear in person or virtually beginning April 17, 2022. This motion PREVAILED

Motion to Adjourn
A motion was made by Fred Crouther, seconded by Amanda Avalos to adjourn the
meeting. None opposed. All in favor. The motion carried.
The meeting adjourned at 6:52 p.m.
The Board may receive a motion to convene in closed session in City Hall, room 301-B, 200 East
Wells Street, on the probation extension requests in the Police Department or the promotion in the
Fire Department, pursuant to Section 19.85 (1)(c) Wis. Stats. to consider employment, promotion,
compensation or performance evaluation data of any public employee over whom the Board has
jurisdiction or exercises responsibility.
The Board may then reconvene in open session concerning any such item following the closed session.

case may the notice be provided less than two hours in advance of the meeting."
