FPC20234 Communication regarding Milwaukee Police Department's official policy with the implemented protocols/guidelines to ensure compliance with the Milwaukee face coverings ordinance Sponsors: THE CHAIR A motion was made by Everett Cocroft, seconded by Anna Wilson to recommended this item to the full board. Roll Call Commissioner Raymond Robakowski - Aye Commissioner Anna Wilson - Aye Commissioner Everett Cocroft - Aye Chair - Aye Commissioner Steven DeVougas - Excused Commissioner Angela McKenzie - Excused Motion carried. This Fire and Police Communication was REFERRED TO to the FIRE AND POLICE COMMISSION due back on 9/24/2020 4. FPC20299 Resolution to amend Milwaukee Police Department Community Oriented Policing policy Sponsors: THE CHAIR Commissioner Robakowski questioned Acting Chief Brunson on whether there will be continued meetings with the Community Collaborative Commission regarding this policy. Acting Chief Michael J. Brunson confirmed an upcoming meeting with the Community Collaborative Commission scheduled for Monday, October 5, 2020. This item was held in committee until the meetings with the Milwaukee Police Department and Community Collaborative Commission continue and there is a community at large agreement to what this policy shall be. FPC20176 Resolution to amend Standard Operating Procedure 453 - Officer Involved Death and Other Critical Incidents Sponsors: THE CHAIR A motion was made by Raymond Robakowski, seconded by Anna Wilson to recommend this item to the full board with the modifications stated by the Union on Section 453. 55 and Section 453.60 to allow Union access to their members. This Fire And Police Resolution was REFERRED TO to the FIRE AND POLICE COMMISSION due back on 9/24/2020 6. FPC20205 Resolution to amend Standard Operating Procedure 460 - Use of Force Sponsors: THE CHAIR A motion was made by Raymond Robakowski, seconded by Anna Wilson for this committee to convene in closed session to consider this item pursuant to Section 19.85 (1) (d) Wis. Stats. to consider strategy for crime detection or prevention, and pursuant to Section 19.85 (1) (g) Wis. Stats. to confer with a representative of the City Attorney's Office who will render oral or written advice concerning strategy to be adopted by the Board with respect to litigation in which it is or is likely to become involved. FPC20206 Resolution to amend Standard Operating Procedure 910 - Civil Disturbance and Crowd Management Sponsors: THE CHAIR A motion was made by Raymond Robakowski, seconded by Anna Wilson to recommend this item to the full board. Roll Call Commissioner Cocroft - Nay Commissioner Robakowski - Aye Commissioner Wilson - Aye Chair - Aye Motion carried. Commissioner Everett Cocroft reiterated his proposal to change the use of tear gas against peaceful protesters and he still stands with his proposed change to Standard Operating Procedure 910 - Civil Disturbance and Crowd Management. This Fire And Police Resolution was REFERRED TO to the FIRE AND POLICE COMMISSION due back on 9/24/2020 8. FPC20235 Resolution to amend Standard Operating Procedure 265 - Open Records Sponsors: THE CHAIR A motion was made by Raymond Robakowski, seconded by Everett Cocroft to recommend this item to the full board. FPC20319 Resolution to amend Standard Operating Procedure 500 - Personnel Evaluations Sponsors: THE CHAIR Acting Chief Michael J. Brunson provided a highlight on Standard Operating Procedure 500 - Personnel Evaluations. This standard operating procedure was changed to: - Correspond with the new requirements from the City of Milwaukee Department of Employee Relations to implement a state interview process for civilian members that is now required for all civilian city employees - Updates references to the sworn personnel evaluations so, policy matches practice as we are now using excel forms for the annual performance evaluations instead of the E Performance Software that the Milwaukee Police Department used to use -Added and create a state interview for questionnaire for civilians that is based on allotted form by the Department of Employee Relations A motion was made by Raymond Robakowski, seconded by Anna Wilson to recommend this item to the full board. Roll Call Commissioner Everett Cocroft - Aye Commissioner Anna Wilson - Aye Commissioner Robakowski - Aye Chair - Aye Motion carried. This Fire And Police Resolution was REFERRED TO to the FIRE AND POLICE COMMISSION due back on 9/24/2020 Motion to Adjourn The Board may receive a motion to convene in closed session in City Hall, room 301-B, 200 East Wells Street, pursuant to Section 19.85 (1)(d) Wis. Stats. to consider strategy for crime detection or prevention, and pursuant to Section 19.85 (1) (g) Wis. Stats. to confer with a representative of the City Attorney's Office who will render oral or written advice concerning strategy to be adopted by the Board with respect to litigation in which it is or is likely to become involved. The Board may then reconvene in open session concerning any such item following the closed session. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Fire and Police Commission members results in a quorum or negative quorum of the Fire and Police Commission or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee's realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids.
