FPC21132 Resolution to amend Standard Operating Procedure 970-Search Warrants City of Milwaukee Page 1 FPC POLICIES AND STANDARDS Meeting Minutes - Final November 9, 2021 COMMITTEE A motion was made by Amanda Avalos, seconded by LaNelle Ramey, to recommend the adoption by the FIRE AND POLICE COMMISSION of the amendments drafted by the FPC Department, which contain a complete ban on no-knock warrants unless the Milwaukee Police Department is assisting another agency in executing a no-knock warrant obtained by the other agency. This motion PREVAILED by the following vote: Aye: 5- Cocroft, Fallone, Avalos, Ramey, and Kessler No: 0 4. FPC21338 Resolution to create Standard Operating Procedure 004-Whistleblower Protection A motion was made by Edward Fallone, seconded by LaNelle Ramey, that this Fire and Police Resolution be RECOMMENDED for adoption by the Board of the Fire and Police Commission. This motion PREVAILED by the following vote: Aye: 5- Cocroft, Fallone, Avalos, Ramey, and Kessler No: 0 5. FPC21339 Resolution to amend Standard Operating Procedure 150 - Court Procedures A motion was made by LaNelle Ramey, seconded by Edward Fallone, that this Fire and Police Resolution be RECOMMENDED for adoption by the Board of the Fire and Police Commission. This motion PREVAILED by the following vote: Aye: 5- Cocroft, Fallone, Avalos, Ramey, and Kessler No: 0 6. FPC21340 Resolution to amend Standard Operating Procedure 710 - Victim/Witness Rights and Assistance A motion was made by Amanda Avalos, seconded by LaNelle Ramey, that this Fire and Police Resolution be RECOMMENDED for adoption by the Board of the Fire and Police Commission. This motion PREVAILED by the following vote: Aye: 5- Cocroft, Fallone, Avalos, Ramey, and Kessler No: 0 7. FPC21341 Resolution to amend Standard Operating Procedure 743 - National Integrated Ballistics Information Network Program A motion was made by Everett Cocroft, seconded by Edward Fallone, that this Fire and Police Resolution be RECOMMENDED for adoption by the Board of the Fire and Police Commission. This motion PREVAILED by the following vote: Aye: 5- Cocroft, Fallone, Avalos, Ramey, and Kessler No: 0 City of Milwaukee Page 2 FPC POLICIES AND STANDARDS Meeting Minutes - Final November 9, 2021 COMMITTEE Motion to Adjourn Edward Fallone motioned to adjourn, seconded by Everett Cocroft. None Opposed. All in favor. The motion carried. Meeting adjourned at 6:53 p.m. This meeting may also simultaneously constitute a meeting of the Fire and Police Commission or any of the following committees or subcommittees: Testing and Recruiting, Research and Rules, Complaints and Discipline. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Fire and Police Commission members results in a quorum or a negative quorum of the Commission or another committee and whether any agenda items listed above involve matters within that committee's realm of authority. In the even that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids.
