FPC21799 Resolution to approve the September 22, 2022 meeting minues This Fire and Police Resolution was ADOPTED 3. FPC21817 Communication from the Community Collaborative Committee (CCC) regarding proposed amendments to MPD Standard Operating Procedure 460-Use of Force A motion was made by Bree Spencer, seconded by Ruben Burgos, that this Fire and Police Communication be HELD IN COMMISSION. This motion PREVAILED by the following vote: Aye: 5- Avalos, Burgos, Fallone, Spencer, and World-Patterson No: 0 Excused: 1- Ramey 4. FPC21776 Communication relating to the creation of a Standard Operating Procedure regarding the release of MPD video footage of critical incidents A motion was made by Edward Fallone, seconded by Ruben Burgos, that this Fire and Police Resolution be HELD IN COMMISSION. This motion PREVAILED by the following vote: Aye: 5- Avalos, Burgos, Fallone, Spencer, and World-Patterson No: 0 Excused: 1- Ramey 5. FPC21826 Resolution to amend MPD Standard Operating Procedure 455-Critical Incident Review Board A motion was made by Edward Fallone, seconded by Bree Spencer, that this Fire and Police Resolution be RECOMMENDED for adoption. This motion PREVAILED by the following vote: Aye: 5- Avalos, Burgos, Fallone, Spencer, and World-Patterson No: 0 Excused: 1- Ramey 6. FPC21827 Resolution to amend MPD Standard Operating Procedure 630-Vehicle Thefts, Prior Authority Vehicle Use and Theft by Fraud A motion was made by Amanda Avalos, seconded by Ruben Burgos, that this Fire and Police Resolution be RECOMMENDED for adoption. FPC21828 Resolution to amend MPD Standard Operating Procedure 870-Suspensions/Official Discipline A motion was made by Edward Fallone, seconded by Bree Spencer, that this Fire and Police Resolution be RECOMMENDED for adoption. This motion PREVAILED by the following vote: Motion to Adjourn Edward Fallone motioned to adjourn the meeting, seconded by Bree Spencer. None opposed. All in favor. The motion carried. The meeting adjourned at 8:05 p.m. The Board may receive a motion to convene in closed session in City Hall, room 301-B, 200 East Wells Street, on the items on the agenda pursuant to Section 19.85 (1)(d) Wis. Stats. to consider strategy for crime detection or prevention. This meeting may also simultaneously constitute a meeting of the Fire and Police Commission or any of the following committees or subcommittees: Research and Rules, Testing and Recruiting, Complaints and Disciplines. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Fire and Police Commission members results in a quorum or a negative quorum of the Commission or another committee and whether any agenda items listed above involve matters within that committee's realm of authority. In the even that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids.
