regarding proposed amendments to MPD Standard Operating
Procedure 460-Use of Force
A motion was made Ruben Burgos, seconded by Amanda Avalos, that this Fire
and Police Communication be HELD TO CALL OF THE CHAIR. This motion
PREVAILED by the following vote:
4. FPC21776 Communication relating to the creation of a Standard Operating
Procedure regarding the release of MPD video footage of critical
incidents
A motion was made Bree Spencer, seconded by Amanda Avalos, that this Fire
and Police Resolution be HELD TO CALL OF THE CHAIR. This motion
PREVAILED by the following vote:
Aye: 4- Avalos, Spencer, World-Patterson, and Burgos
No: 0
Absent: 1- Fallone
5. FPC21889 Resolution to amend Milwaukee Police Department Standard Operating
Instruction-Major Incident Response Team (MIRT)
This Fire and Police Resolution was RECOMMENDED FOR ADOPTION by the
FIRE AND POLICE COMMISSION with the qualification there would be a review
on the language regarding passive resistance. This motion prevailed by the
following vote:
Aye: 4- Avalos, Spencer, World-Patterson, and Burgos
No: 0
Absent: 1- Fallone
6. FPC21890 Resolution to amend Milwaukee Police Department Standard Operating
Procedure 910-Civil Disturbance and Crowd Management
This Fire and Police Resolution was RECOMMENDED FOR ADOPTION by the
FIRE AND POLICE COMMISSION. This motion prevailed by the following vote:
Aye: 4- Avalos, Spencer, World-Patterson, and Burgos
No: 0

Motion to Adjourn
A motion was made by Amanda Avalos to adjourn the meeting, seconded by Ruben
Burgos. None opposed. All in favor. The motion carried. The meeting adjourned at
7:58 p.m.
This meeting may also simultaneously constitute a meeting of the Fire and Police Commission or any
of the following committees or subcommittees: Research and Rules, Testing and Recruiting, Policies
and Standards. Whether a simultaneous meeting is occurring depends on whether the presence of one
or more of the Fire and Police Commission members results in a quorum or a negative quorum of the
Commission or another committee and whether any agenda items listed above involve matters within
that committee's realm of authority. In the even that a simultaneous meeting is occurring, no action
other than information gathering will be taken at the simultaneous meeting.
Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities
through sign language interpreters or auxiliary aids. For additional information or to request this

This notice is being made pursuant to Section 19.84 (3) Wis. Stats., "Public Notice of every
meeting...shall be given at least 24 hours prior to the commencement of such meeting unless for good
cause such notice is impossible or impractical, in which case shorter notice may be given, but in no
case may the notice be provided less than two hours in advance of the meeting."
