B. REPORTS AND DISCUSSION ITEMS
1. R13205 Resolution approving the Housing Authority of the City of Milwaukee to
apply to participate in, and receive housing choice vouchers, associated
with the U. S. Department of Housing and Urban Development Housing
Choice Voucher (HCV) mobility demonstration

Ken Barbeau, HACM’s Director of Community Programs and Services, explained that
the resolution was required for any joint grant application and the consultant sent the
final language after HACM’s regularly scheduled January Board Meeting.
He continued that Milwaukee County and the Metropolitan Milwaukee Fair Housing
Coalition are the partners for this research grant, which will split as many as 1950
persons into three groups: those receiving comprehensive services, those receiving
select services and a control group. The grant will include one year of planning with
HUD, five years of implementation and three years of evaluation with HUD.
The Commissioners commended staff on the grant application for the impact it could
have on the participants, and eventually nationally once the results are known. They
felt it will provide information not only to the industry, but specific information helpful to
HACM. They appreciated the discussion about these efforts and encouraged similar
applications with community partners in the future. Tony Pérez, HACM’s
Secretary-Executive Director thanked the partners involved in this application, and
thanked the Commissioners for their discussion and enthusiasm for HACM’s efforts,
as well as for making time for this Special Board Meeting.
A motion was made by Ricardo Diaz, seconded by Brooke VandeBerg, that
this Housing Authority Resolution be ADOPTED. This motion PREVAILED by the
following vote:
Aye: 5- Diaz, Wagner, VandeBerg, Lott, and Lloyd
No: 0
Excused: 1- Reed Daniels
Adjournment
There being no further business, Commissioner Diaz made a motion to adjourn the
meeting at 12:23 p.m. Commissioner Lloyd seconded the motion. There being no
objections, the motion carried.
