3. Review and approval of the November 16, meeting minutes.
Motion by Ald. Bauman, seconded by Ms. Biscobing to approve the minutes of the
November 16, 2017 meeting. There were no objections.
4. Communication from Community Block Grant Administration Office.
In a letter submitted to the city of Milwaukee Housing Trust Fund Board by Mr. Steven
Mahan on behalf of the Milwaukee City & County Continuum of Care Lead Agency.
Mr. Mahan requested funding for expanded capacity of existing cold weather Warning
Rooms. He requested Seventy Five Thousand dollars ($75,000) for the use of
expanding the capacity of Warming Rooms within the city of Milwaukee the allocation
of these funds will provide expanded capacity in the form of additional beds, staff and
supplies. Additionally, funding will expand the temperature threshold to allow more

days operations.
The intend recipients of the funding are the following:
Adullam Family Warming Center
Population: Families with Children
3033 N 30th Street
Repairers of the Breach
Population: singles (Male and Female)
1335 W Vliet Street
St. Benedict the Moor
Population: singles (Male and Female)
1015 N 9th Street
The grantee fiscal agend will be Community Advocates, Inc.
Increase of services due to additional funds
Beds: Fifty (50)
Additional days of service: Adullam (15 days)
Repairers of the Breach (30 days)
St. Benedict (30 days)
It was moved by Mr. Haywood, seconded by Ms. Schneider-Peragine that Mr. Mahan's
request be accepted and that Common Council File Number 181314 - Resolution
authorizing an appropriation from the Housing Trust fund relating to homelessness; be
approve. There were no objections.
Mr. Mahan and Mr. Higgins also shared a list of agencies awarded Housing Trust Fund
monies with work-in-progress status. The hope is that, although these circumstantial
efforts would only provide for a temporary solution, it is not in the best interest of the
Housing Trust Fund to use their funds for this type of purpose as regular practice.

and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the
presence of one or more of the Common Council member results in a quorum of the Common
Council or any of the above committees, and, if there is a quorum of another committee, whether any
agenda items listed above involve matters within that committee’s realm of authority. In the event that
a simultaneous meeting is occurring, no action other than information gathering will be taken at the
simultaneous meeting.

tickets must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are
required to register with the City Clerk's Office License Division. Registered lobbyists appearing
before a Common Council committee are required to identify themselves as such. More information
