3. Review of the Housing Trust Fund application, including ARPA requirements.
Mr. Higgins said that dollars don’t necessarily have any predetermined set of rules for
the use of housing; funding does not impact the way housing trust fund will decide on
the use of it
Concern will be the time line of expenditures by the end of 2024, except project that
have pre-established commitments and can be extended to 2026, if needed.
Ms. Prioletta said that income limits for ARPA are different from the federal income
limits. You can either use 65% of area medium income or you can use 300% of the
federal poverty level; interestingly enough 300% of the federal poverty level in most
instances is higher than the 80% limits with the exception of 1-2 people family.
Mr. Higgins said that the ARPA allocation is $10M to the housing trust fund.
HTF has in general city funding a total of $1.6M, available to allocate totaling $11.6M
combined.
Ald. Murphy said that this is the largest dollar commitment placed in the housing trust
fund since its inception, nearly 15 years ago. He is proud to say that City has been
able to allocate the money received to this point, nearly 96% is been expended in the
project we have authorized. As a result, creating 1300 permit supporting housing units
throughout the community. Leveraging over $120,000,000.00 in construction
development. These new influx of money are coming from outside directly property
tax-levied dollars with obviously some constraint placed on them by treasury. It is our

hope that these dollars will have a meaningful and material impact in creating more
affordable housing units for those most in need. A question from the last meeting was
that there is an expectation from treasury to expend these dollars by a certain date and
time, but there is no requirement that all the funds would have to be award in this
calendar year. As the task force has done in prior years is to make sure that projects
are ready to go and the dollars get to most in need, leveraging toward those in most
need in our City. The technical review subcommittee will continue to look at the
application process and if there are areas where it needs change, I am looking forward
to have those changes brought up here today and at the next task force meeting, so
those changes can be adopt.
Ald. Murphy congratulated Habitat for Humanity that recently received s substantial
grant. Also, thank the technical review subcommittee members for putting a lot of
work and time on these matters.
Mr. Peters asked about the possibilities of opening up the application to different
housing counseling services. To which Ald. Murphy said that it is a potential
consideration and it should be discussed among the board and if so, it could be made
part of the subcommittee recommendation. We recognize that counseling is a key
component of home ownership and Ald. Murphy differed to Mr. Higgins and Ms.
Prioletta to make sure we have purview to do that under the treasury guidelines.
Mr. Higgins said that, housing counseling services is included in some of the
expenditures allocations, but we can use some of the dollars that have less constraint,
for that purpose as well.

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are
required to register with the City Clerk's Office License Division. Registered lobbyists appearing
before a Common Council committee are required to identify themselves as such. More information
