Call to Order The meeting was called to order at 9:06 AM 2. Roll Call Ald. Coggs joined the meeting at 9:19 AM Individuals also present: John Dugan - The Concord Group Patrick Flaherty - The Concord Group Ashley Booth - HNTB Present 6 - Korban, Bauman, Polenske, Coggs, Matson and Boehm Excused 3 - Gonda, Hamilton and Marcoux 3. Project Status The Concord Group gave the following presentation: - Recent Activity Progressed final design on Mainline & OMF Continued Project Meetings and Utility Coordination Completed 96% Design for Mainline and 45% Design for Lakefront Selected and engaged CM/GC Held Design Workshops & Constructability review. These workshops enabled to City to obtain the CM/GC’s input and expertise to improve project delivery and realize cost benefits. Pre-Construction coordination meetings ongoing - 90 Day Look Ahead Move forward with CM/GC on preconstruction activities Schedule Development/Refinement Continue Private and Public Utility Coordination and Design Continue updating Project Management Plan and Sub-Plans Finalize DRAFT Financial Plan Conducting Project Design, Utility and Vehicle Engineering Meetings Continue with design to 100% of Mainline and 60% of Lakefront Line City of Milwaukee Page 1 JOINT COMMITTEE ON Meeting Minutes September 9, 2016 DOWNTOWN STREETCAR IMPLEMENTATION - Tentative Phase 1 Project Schedule Evaluating Schedule for OMF and the Mainline (roadway, trackwork, systems / Overhead Contact System) Create Baseline Schedule with CM/GC input On track for service date on 2018 - Budget Status $53.82 Million spent through August 2016 4. Utility Coordination The Concord Group continued the presentation: A Single Reimbursement Agreement on Behalf of all Telecoms is being Negotiated (Scope and Budget to be Negotiated Individually) All streetcar related water work has been completed. We Energies Electric Relocation work is ongoing. We Energies received PSC approval for gas and steam relocations in July 2016. No further PSC approvals are needed. Gas relocations began mid-August 5. Vehicle Procurement The Concord Group continued the presentation: Executed Contract with Brookville Equipment Corp. November 2015 Brookville Site Visit conducted in April 2016 Spare parts consortium meeting and discussions ongoing Executed Contract Option for 5th vehicle for the Lakefront Line in May 2016 Execution of Contract Option for OESS system imminent Anticipated delivery of 1st Vehicle December 2017 Conducting Bi-weekly Vehicle Engineering Meetings 6. Contractor Selection Mike Ethier - Kiewit Infrastructure Corporation gave the following presentation: Kiewit Infrastructure Corporation founded in 1884, highway builds in the 50's, work all over North America and is one of the largest transportation contractors in North America with extensive experience in building urban rail lines It is an employee owned company headquartered in Omaha with $10 Billion annual sales Kiewit does transit work all over the area Goal to incorporate local contractors & subcontractors Outreach meetings are being conducted for subcontractors Building the contracting team and developing the plan Construction/build to begin 2017 RPP 40% condition for contract will be meet and conveyed to subcontractors The projects have to be beneficial during construction Working with CG Schmidt Davis Beacon & Prevailing wage rates apply Some previous urban rail projects completed include: the I-225 light rail line in Denver; the Toronto-York Subway extension project; and the expansion of the Dallas Area Rapid Transit light rail Orange line Kiewit will be responsible for all construction activities including; installation of the rail, the overhead contact system and streetcar stops Kiewit is committed to engaging the local subcontracting community and workforce City of Milwaukee Page 2 JOINT COMMITTEE ON Meeting Minutes September 9, 2016 DOWNTOWN STREETCAR IMPLEMENTATION throughout the duration of the project.
