Coggs joined the meeting at 1:43 p.m. A presentation was given by the following Individuals: David Windsor - DPW Darryl Simpson - Transdev Patrick Flaherty - The Concord Group Mark Rosenburg - 2-Story Marketing Ellen Hum - 2-Story Marketing Atty. Jan Smokowicz - City Attorney's Office Present 5 - Bauman, Polenske, Coggs, Matson and Marcoux Excused 3 - Hamilton, Barrett and Boehm 1. Update on Opening Ceremonies Mr. Rosenburg stated the event will begin at 11 a.m. at Cathedral Square on November 2nd with music and announcements, and at 12 p.m. the program will begin with speeches from Mayor Barrett, Common Council members, Potawatomi Hotel & Casino, and more. The ribbon cutting will be at 12:45 p.m. and service will begin at 1 p.m. until 12 a.m., and there will be 2 streetcars in operation in different directions. Saturday will be a day to promote businesses along the route with different specials, contests, and offers and a multi-modal transit fair from 12 p.m.-2 p.m. at the Burns Commons. Sunday will be Kids & Families day featuring different activities from the Downtown BID, MPD, MFD, AWE, Visit Milwaukee, Metro Market, and free admission to the Grohmann and Milwaukee Jewish museums. Support staff and volunteers will be at all stations throughout the weekend to answer questions, and there will be bus bridges from MCTS. 2. Update on Operating Hours and Headways Mr. Simpson stated operating hours will be 5 a.m.-12 a.m. Weekdays, 7 a.m.-12 a.m. Saturdays, and 7 a.m.-10 p.m. Sundays. Headways will be 15 minutes from 7 a.m.-10 City of Milwaukee Page 1 JOINT COMMITTEE ON DOWNTOWN Meeting Minutes October 25, 2018 STREETCAR IMPLEMENTATION p.m. and 20 minutes during early morning and late evening. The best headway with 3 vehicles is 13 minutes, and there is potential to reach a 10 minute headway with 4 vehicles. Mr. Polenske stated this is a starting point and the goal is a 10 minute peak headway, and 15 minutes off peak headway. This is a new startup system and in the next few months, the plan is to grow ridership and adjust to demand. One vehicle is in the OMF as general practice for added flexibility. Ald. Bauman stated 10 min headways will use 3 out of 5 cars, and 20 minutes headways will use 2 out of 5 cars. Mr. Simpson stated there will be a published schedule within 2 weeks of beginning operations, and a final schedule is still being refined and tested, and will take a week to get printed and implemented. Mr. Polenske stated this is not unique to our city, signals are still being worked on, and new operators are being trained. Service can be added as needed, but there is a cost to that of an additional $500,000-$600,000 per vehicle per year. The Transdev contract for 2019 is $3.3 million and $3.6 in 2020. Ald. Coggs asked about the traffic issues and blockages with the streetcar. Mr. Polenske stated DPW is working diligently to educate people about where they can park and preventing blockages. 3. Update on App Development Mr. Flaherty stated a Transdev and DPW looked at a variety of Automatic Vehicle Location (AVL) systems to assist Transdev in managing headways and provide real-time information to customers. The selected AVL system is under development and is anticipated to be deployed in December 2018. The information will be available for use in a variety of applications. Discussions are ongoing with MCTS to include real-time information on the Ride MCTS App. Ald. Bauman asked if connecting bus routes will be shown. Ms. Hum stated because bus routes change they were not included on the maps or signage. 4. Budget Status Update Mr. Flaherty stated Mainline construction is 99% complete, the Lakefront line has been completed down Michigan St and Clybourn St to Cass St with construction to be completed in April 2020, in coordination with the Couture development. The update on the Couture project is expected by the end of the month. Ald. Bauman stated the Lakefront Line will not be open in 2019. Mr. Marcoux stated the Couture project is actively moving through the ongoing HUD process. Mr. Polenske stated there is grant agreement for the Lakefront line to be in operation by the end of 2020, but a grant extension is an option. Mr. Flaherty stated the DBE Project goal was 20% and is currently reporting DBE participation of 21.4% with an overall projection of 23% and the RPP Project goal was 40% and the project is currently reporting RPP construction participation of 40.5%. Ald. Coggs asked why the DBE goal was 20% and not 25%. Mr. Windsor stated the FTA agreement was for DBE participation was 20%, the DBE potential for vehicle manufacturing wasn't there. Mr. Polenske stated this was the first federal project where the RPP program was able to be applied. Mr. Flaherty stated the current budget for Phase I (the M Line) was $99.24 million, the encumbered funds are $99.24 million, and the total spent to date is $79.77 million. Of the $11.8 million for utility relocation, $9.4 million was We Energies and the rest was private telecoms. 5. Update on Operational Issues This was discussed with item #2. Mr. Marcoux stated he is proud of and thanked the entire team for getting the project up and running on schedule and on budget. Ald. Bauman stated the team did a great job. ACA Smokowicz stated there have been notice of injuries related to the streetcar, but there are currently no failure to maintain or construction issues. He stated no lawsuits have been filed.
