2. Communication from the Department of City Development on Housing Infrastructure
Preservation Fund Activities.
Mr. Yves LaPierre said that one more property on Vine Street was added since the
previous meeting - the roof will be done, bringing the total number of projects to 4 for
2019. That may be all the projects done this year.
3. Communication from the Department of City Development on the Lease-to-Own Program.
Ms. Rhonda Szalli said one property was closed on since last month and they are
scheduled to close on another one the first of July. There are other properties in the
system. The department has not been doing active investigations to ascertain if the
properties are owner-occupied and current on taxes.
4. Communication from the Department of City Development relating to the Rehabilitation to
Rent Program.
No one present to report on this item.
5. Communication from the Department of City Development on the Strong Home Loan
Program.
Mr. Larry Kilmer said they have committed just over $600,000 year to date. A report
was submitted to the file.

6. Communication from the Mayor's Office, Department of City Development, and the City
Attorney's Office relating to activities, revenue and expenditures of the Strong
Neighborhoods Plan.
Mr. Nick Sinram said they are about 50% through the budget and there are no
concerns about it.
7. Communication from the Department of Neighborhood Services relating to the Compliance
Loan Program.
Steph O'Connor said 10 projects have been completed at the same pace as last year.
8. Communication from the Department of Neighborhood Services relating to demolition and
deconstruction.
Mr. Tom Mishefske and Chris Kraco present. Mr. Mishefske said the deconstruction
contractor hasn't submitted the necessary paperwork, possibly due to cash flow
issues. Ms. Nikki Purvis, Office of Small Business Enterprises, said his application
for a $10,000 grant will be reviewed for the contractor. It has been expedited and the
funds should be available this week, possibly tomorrow. DPW is ready to go, but
DNS hasn't referred any projects as they are building up a backlog to provide to the
contractor. Seven properties have been razed mechanically and 46 properties have
been bid to be razed mechanically.
9. Communication from the City Attorney's Office regarding updates on neighborhood
revitalization litigation.
Assistant City Attorney Heather Hough said the last update is indicative of all the work
they have been doing. She updated members on various cases and the office is now
investigating other landlords for nuisance violations and also working on the Northridge
razing orde and a hoarding house on N. 53rd St.
