Pamela Scesniak - 2473 N Weil St - She lives across the street from the proposed venue and is concerned about the health and safety of the neighborhood. She states she does not want another bar in the neighborhood. Dan Mehal - 2426 N Humboldt - He owns a residential property across the street from the proposed business. He is concerned that the late hours will draw more intoxicated people into the area. He states loud customers may wake up neighbors late at night. Sussana Trammell - 915 E Wright St - She is concerned with loud, intoxicated people late at night. Roy B Evans appearing with the applicant. He states that the underage patron gained entry with a fake ID. When police arrived, the patron had already given the ID to another patron. There was an incident with overcrowding based on a miscalculation. He states the applicant is paying off the fine and has discussed capacity issues with the police department. He further states the applicant has reviewed the shooting incident with staff. They have determined that security protocol was followed. There was a pat down at the door and no weapons were inside the establishment. When an argument began, security attempted to dissipate the situation and escorted invididuals outside. One of the individuals left to retrieve a gun. Security personnel were inside and outside. Staff inside kept additional individuals from joining the incident. Staff were stationed outside to keep the incident from escalating. Ald. Coggs states that steps taken the evening of the incident may not have been enough. There are a number of additional steps that can be taken to keep an establishment secure. She suggested security procedures be re-evaluated and the applicant can speak with the police department for suggestions. Ald. He knows the majority of his patrons and states there was no fight or argument in the establishment. In the incident where a woman had been cut, she got into an argument with her partner. The applicant states there was no physical altercation in the bar. Since the incident, the woman has frequently tried to enter the establishment, but has not been allowed to. After the last incident, he installed 8 cameras. Since the cameras have been installed, there have been no issues. He has also hired another security guard. Outstanding tickets have been paid. He states there was a misunderstanding over being open on Mondays. He thought he requested the hours and that they were approved on his renewal application last year. Ald. Stamper moved to amend the application to remove the change of hours, except for the request to be open Mondays between 12:00 pm and 1:30 am. (Prevailed 5-0) Ald.
