they discussed the NEWPRS requirement. The applicant agreed to learn about the

The applicant states that prior to the police incident, he wasn't following all
regulations. Since the police incident, he has been taking photos of IDs, holding
items for 10 days, and meeting reporting requirements, per NEWPRS regulations.

Atty. Jason Luczak - The applicant and his father have taken concerns about fresh
produce seriously. They intend to sell produce. They've also updated the facade of
the building.
Abdel Hafeth Hamed - 109 E Burleigh - He is the applicant's father and has managed
and owned the business in the past.
The applicant states that he believes the business is open right now. He later stated
he didn't realize the store closed down 10-15 days ago. The store had been selling
chips, soda, and tobacco. He is planning to have produce. He has been helping his
father with the business and hopes to take over.
Ald. Coggs asked the License Division if there is a current Food License. Ms. Grill
stated the previous business was listed as out of business as of November 21, 2014.

business and is in opposition. The store has not sold meat or produce.Linda Tolliver

sold before. She has watched a video of the establishment selling single cigarettes
to a minor.
Vanessa Hallensworth - 3032 N Palmer - She states that the business will not
contribute positively to the neighborhood.
Tory Johnson - 2955 N 17th St - He is representing the Community Improvement
Program (506 E Burleigh St). He states he has seen the establishment clean up prior
to each application, but it does not persist. He has had negative interactions with Mr.
Hamed Sr.
Edward Tolliver - 3100 N 1st St - He does not like the way the store has been run in
the past.

community for many years. She wants to have produce and meat sold in the
neighborhood.
Trisha Davis - 140 E Burleigh - She has a disability and doesn't drive, so she would
like produce closer in the neighborhood.

Barry Mimms - Manager of the local Business Improvement District - He states Mr.
Love has supported the BID and they've had a good relationship.
Carmen Roman - 537 Center St - The applicant runs a good business in her
neighborhood. She states the applicant works with neighbors on issues.

30+ Age Distinction for "Mr J's Lounge" at 4610 W FOND DU LAC Av.
Atty. Michael Maistelman appearing with the applicant. The applicant has been in the
business for many years and has had no issues.
The applicant states he would like to run a bar and banquet facility for older adults.
He states he understands the problems of the previous establishment. He has
owned about 15 clubs and has always worked to help neighbors. He has not had
loud music and does not have interest in catering to a young crowd. There is a fence
and a row of garages blocking neighbors from the establishment.
Ald. Wade present at the table. He held a neighborhood meeting and no one at the
meeting stated that they were in opposition. He states Mr. Jones has a record of
running good businesses. He is confident the same problems from the previous
establishment will not persist under the applicant's ownership.

with rats, parking, traffic, and litter.
Barry Givens - 3926 N 44th St - He has observed traffic congestion from the previous
establishment early in the morning. The Sherman Park Neighborhood Association
voted in opposition to the application.
Kenneth Green - 4400 W Ridge Ct - He states the neighborhood doesn't need
another bar.

Jeffrey Kuzer - 4010 W Tupelo - He states he has been a patron of Mr. Jones'
establishments for 40 years and the applicant has a good track record.
Herb Gulley - 4382 W Silver Spring Dr - He states the applicant's previous
businesses have been well run.
Freda Bogen - 3302 N 41st St - She says she has felt very safe around the
applicant's previous businesses.
Rosetta Carr - 3238 N 13th St - She feels comfortable in one of the applicant's
previous businesses. She was impressed by the security.
Katrina Dogen - 4437 W Leon Tr - She delivered 75 letters on behalf of Mr. Jones for
the neighborhood meeting. She has felt safe and comfortable at his previous
businesses.
Sylvia Glaze - 8844 W Potomac - She has been to the applicants previous business
and has felt comfortable addressing any concerns to him directly. She states the
applicant has reached out to neighbors with his phone number.
Fritz Trengs - 2221 S 17th St - He has been head of security for Mr. Jones for many
years. He has not had any police incidents and the security personnel cleans up litter
in the area.

businesses since the 1970s. The businesses have an older crowd.
Sharon Washington - 3811 N 67th St - The applicant does not tolerate problems at
his establishments and patrons respect him.
Wayne Griffin - 7464 N 38th - The applicant is well-respected and runs a clean
operation.
Sheila Conley - 7118 N 46th St - She lived two blocks from one of the applicant's
previous establishments. She has felt safe in his establishments alone and security
is well run.

Ald. Bauman present at the table. He states that it appears the items on the police
report began soon after the previous license suspension ended.
Atty Gordon addressed each item on the police report:
Item #64 - The individual who threw money in the air started the incident. The
individual was not allowed access to the establishment. Mr. Manjee states he has
facial recognition of the individual, but was not given a name from the police
department.
Item #65 - The applicant has the names and identification of the individuals involved.
The incident was squelched by security personnel. Some individuals were cited with
disorderly contact with the help of Mr. Manjee and Mr. Murado.
Item #66 - The women involved have been identified. They will not be allowed back
to the establishment.
Item #67 - Security personnel have been vigilant. Fake IDs have been confiscated
by staff so individuals can no longer gain access to any establishments illegally. The
altercation was taken care of by security and they have identified those individuals
involved.
Item #68 - The applicant provided video and photos to the police department. The
individuals involved have been identified and banned.
Item #69 - A concert was in the city that evening and word spread that the after party
was at the establishment. However, the applicant maintained that there was no after
party. The individuals involved have been banned.
Item #70 - The individual involved was not allowed entry. He has been identified so
he cannot obtain entry in the future.
Item #71 - The individuals involved were identified and not allowed entry.
Item #72 - Security assisted the police department in apprehending the individuals
involved.
Item #73 - A meeting was set up with the police department. The applicant agreed to
reduce the establishment capacity and add an age restriction. They are working with
cooperating with the police department.
Atty. Gordon states the business has won an award for the best night club in city of
Milwaukee. They encountered problems in the past, but the issues have been
overcome. The applicant and manager have cooperated with the police department.
He pointed out that there are no neighborhood objectors this year, compared to
having several in past years.
Individuals appearing in support:
Sami Ramone - 624 N Water St- He owns a nearby cafe and has not witnessed any
problems. He states the applicant is a good neighbor.
John Burke - Owner of the 622 N Water St building - He states the applicant has
worked hard to prevent problems. He states most problems on the street emanate
from the Ultra Lounge.
Homer Blow - Director of Blow Radio - He states the applicant and his security have
gone above and beyond the call at times. He states they have worked for a solution
instead of denying responsibility.
Tory Law - 2807 N 49th St - In the last year he has seen Mr. Manjee and Mr. Murado
contributing more to the community.
Ald. Coggs moved to make information from the Shepherd Express and additional
letters submitted by Atty. Gordon part of the record, exhibit #1. (Prevailed 4-0)
Ald. Stamper moved approval with a warning letter based on the police report and
neighborhood testimony. (Motion failed 1-3)
