Ald. Perez present at the table. He states there were issues at the previous
establishment, but the current establishment has not had issues with the existing
restaurant.

establishment had issues with loitering, noise, and fighting at bar close.
Juli Kaufmann - 255 W Bruce - She states she was personally threatened after
testifying at a meeting for the previous establishment at this location. She states a
new establishment needs to earn the neighbor's trust and wants the applicant to
come back to the neighborhood and have a meeting.
Ald. Stamper moved to amend the application to remove the change of hours except

Freshwater Way - He states he is concerned with noise and traffic issues and would
like to encourage a residential area. The proposed business might discourage
residential renters.
David Garman - 3475 N Hackett - Dean of UWM's School of Freshwater Sciences -
The organization is working on developing a positively branded neighborhood to
attract universities, artists, and start-ups. He states the nature of the business,
clientele, and advertisements may be a disincentive to the plan.
Ursula Twombly - 11716 W Meineke, Wauwatosa - She owns several properties in
the area. She states she has been working on a strategic action plan for the area
with the Walker's Point Association which was authorized by the City of Milwaukee.
She states no one involved in the plan has requested another large liquor
establishment in the area. She is a state licensed architect and created and
displayed a map of the area with labelled businesses and residences. She states the
traffic, parking, and congestion associated with the establishment will have a negative
effect on the neighborhood. She would prefer traffic coming to the area be involved
with small businesses and artistic endeavors instead of alcohol establishments.
Ald. Zielinski stated the map submitted by Ms. Twombly would be labelled as Exhibit
A (exhibit #1). There were no objections.
Ann Nordholm - 106 W Seeboth - She states the Walker's Point area is working to
include family friendly mixed services instead of bars. She is concerned with
negative secondary effects of the proposed establishment.
Brian Kopec Farrell - 813 S 3rd St - He states there is a high concentration of liquor
licenses in the area and the current amount is ideal.
Rebecca Kopec Farrell - 813 S 3rd St - She states she agrees with the previous
speakers.
Juli Kaufmann - 255 W Bruce St - Her opposition is based on parking and states that
valet parking will only redistribute the problem She also states there is already a high
concentration of alcohol licenses in the area.
Betty Elmer - 821 S 3rd St - She states her objection is based on the density of liquor
licenses in the area. She and her husband have had to call police for drunk and
disorderly conduct from other establishments.
Ann Pebar - 3244 N Hampton - She owns several properties in the area. She is
concerned with parking and increased traffic late at night. She is concerned that the
secondary effects of the business will affect the work being done to improve the
neighborhood.
Jennifer Ward - 3172 S 19th - She agrees with previous speakers. She works in the
neighborhood late at night and has had issues with parking.
Jonathan Ward - 2237 Crestview Ct, Wauwatosa - Wangard Partners - The
organization is currently working on the Freshwater Plaza, a mixed-use community, in

the area. He states a strip club would harm the ability to get residential and business
investors to move to the neighborhood.
Ald. Stamper moved to make a study submitted by Mr. Ward part of the record -

Zayna Bombecki - 2660 S 16th St - She states she agrees with the previous
speakers.
Kelly Koupei - 2653 N Murray - She has been impressed with the improvement in the
area and is concerned the establishment may have a negative effect on the
improvements.
Steven Hallett - 2571 N Murray - He states he recently moved to Milwaukee after
living out of state and is impressed with the improvement. He agrees with concerns
addressed by the previous speakers.
Jay Carter - 1023 W Washington St - He agrees with previous speakers regarding
concerns about increased traffic and crime.
Laurie Gensch - 16000 Skyfield Dr, Brookfield - She owns several properties in the
area. She is concerned with noise, traffic, and parking issues.
John Stewart - 130 S Water St - He agrees with previous objectors.
Terry Sullivan - W4885 Valley Heights Dr, Fredonia - Co-Director of Arts @ Large,
908 S 5th St - The organization has been working on renovating a park in the area
and aims to make the area more family friendly.
Ben Jewek - 5056 N Larking, Whitefish Bay - Vice President of Brothers Business
Interiors, 400 S 5th St - He is concerned with the secondary effects of the proposed
establishment.
Steve Schultz - 205 S 2nd St - Purple Door Ice Cream - His business has been
working on rebranding the area and the rebranding has been working. He states the
area is on track with bringing more small business and artisan businesses.
Peggy Coakley - 1050 Medera Cir, Elm Grove, CEO of Coakley Bros, 400 S 5th St -
She is concerned with sex trafficking and agrees with previous speakers. She states
it would be difficult to obtain clients and employees because of the establishment
signage.
Dr. Tatyana Joseph - 1018 W Greenfield Ave - She is a representative of the local
school board district and is concerned with children from her schools in the area
being exposed to the establishment.
Tim Otto - 918 W Mineral St - He is a pastor at a local church and represents a local
school. He is concerned that the establishment will not be in line with the new plan
for a family friendly Walker's Point.
Samantha Wilson - 937 W Washington St - She shares similar concerns previously
stated about noise and parking. She is representing the Walker's Square
Neighborhood Association, who held a meeting where all members were against the
application.
Angel French - 1118 S 4th St - She states that the perception of the area has
changed to be more positive in recent years and would like for it to continue.
Kathy Olynski - 662 N 6th St - She works at Coakley Bros near the proposed
establishment. She states the area will be less healthy and positive if the proposed
establishment is approved.
Father David Shales - 1404 W Wisconsin Ave - Casa Romero Renewal Center, 423
W Bruce St - He is concerned with negative secondary effects. He states he is
concerned with loud, intoxicated people being in the neighborhood.
Ken Wilson - 937 W Washington St - He states he is a new homeowner in the area.
Krista Hull N39W22969 Sunset Dr, Pewaukee - Human Trafficking Task Force of
Greater Milwaukee - She is opposed to a strip club in any neighborhood.

She states she is concerned with possible harrassment.
Tim Benkowski - 225 S 2nd St - He states he will reconsider keeping his business in
the area if the application is approved.

Joel Lindoal - Coakley Bros - He states he will have to put up additional fencing and
surveillance to prevent patrons from parking on his lot. He also agrees with previous
speakers.
Dan Baker - 824 S 11th St - Walker's Point Center for the Arts - The board is against
an additional strip club in the neighborhood.
Anna Marie Opgenorth - 2761 N Downer - Representing the Mandel Group - Their
reasons for opposition have been previously stated by other individuals.
Dana World Patterson - 3356 N 37th St - Chairperson of the Human Trafficking Task
Force of Greater Milwaukee - She is concerned with human trafficking.
Dr Rojahn DeSilva - 1037 S 10th St - He states he would not have bought his home if
he had known there were two strip clubs in the area. He is concerned that another
strip club would lower the value of his home.
Ivan Mendejas - 411 W Washington - He agrees with previous speakers.
Leah Fiasca - 9032 Fairview Dr - Greater Milwaukee Committee, 247 Freshwater
Way - The organization objects based on reasons previously stated by individuals in
opposition.
Jackie Wineton - 130 W Bruce - She agrees with previous speakers.
Cheryl Rey - 231 W Walker St - She states the establishment will not benefit Walkers
Point.

Captain Morales - In June of 2013, one of the biggest complaints from the
neighborhood was regarding prostitution. The Lincoln Greenfield National Loop is
known as an area with a high volume of prostitution. There are traditional prostitutes
and drug dependent individuals in the area. Street level robberies decreased once
an initiative was created aimed at decreasing the number of prostitutes. Walker's
Point does not have a prostitution problem, but a concern is that it might bring
prostitutes into the area.

Chaz Hastings - 11310 W Silver Spring - Owner of Milwaukee Harley Davidson - He
has been a neighbor of Silk for nine years. He states his building is safer because of
the security that Silk offers. He has not observed any problems in the area.
Tony Sylvia - 234 N Broadway - He states the business will be good for the tax base
in the city. He lives about 11 blocks away and is in support.
Alberto Gonzalez - 222 S 3rd St - He has worked at Silk Exotic for eight years and
states the business is run cleanly. Music is kept at low volumes to prevent noise
issues.
Craig Peterson - 7165 N River Rd - Riverdale - He owns a property in the Walker's
Point area. He has clients in town who often ask if there is a gentleman's club
downtown. He has visited Silk Exotic and thinks it is run well.
Lee Guk - 133 W Oregon St - He owns several properties and businesses near the
proposed establishment as well. He states development is moving fast in Walker's
Point, but not quick enough to sustain some businesses. He states the proposed
establishment would help drive traffic to the area to visit other businesses. He states
it would not have an adverse effect on his home or business.
Diane Dowland - 1619 S 1st St - She has owned a tavern in the area for 9 years and
has served on various community groups in the area. She states Silk has always
supported events in the area. She states she would like additional traffic to support
all of the businesses in the area.

Jehovah Holy Spirit Jesus - 4523 S 23rd St - He knows the area well and is in
support.
Tim Whitfield - Operations Manager - He states he runs a tight operation at Silk. He
would be the operations manager at the proposed establishment and has experience
at various clubs around the U.S.
Bryan Ward - 543 Frasier St, Fredonia - He owns a restaurant in the area. He states
he welcomes the new business.
Robert Lopez - 638 S 3rd St - Luxury Valet - They service several areas in
Milwaukee. They have done a lot of preparation for the new location. They currently
are working on four locations to use for valet parking within a block or two of the
proposed establishment.
Ald. Perez - He states he is aware that the applicant has a clean record in other
areas, but those cannot be compared to the proposed location. There is a history of
problems on the street. He is opposed to the application.
Atty. Whitcomb presented a list of individuals who have already submitted letters of
support. He states the individuals all have experience with Silk and are in support of
the application. The other Silk locations do not have tavern issues, as the alcohol is
secondary to the primary business. It is intended to be an entertainment facility. The
expressed concerns can only be proven wrong by allowing the establishment to open
and show they will have no problems. The building will be discrete with a modern
exterior with an "S" on it and will not lower property values. The proposed
establishment will be an upscale gentleman's club.
The hearing for this item began at 1:15 PM and ended at 4:55 PM
Ald. Dudzik moved approval of the Public Entertainment Premises without an alcohol
license. (Motion failed 1-4)
Ald. Dudzik moved denial based on neighborhood objections. (Prevailed 5-0)

has done work to make the area family friendly and safe and is concerned that work
may be undone. They are opposed to a liquor or entertainment establishment at this
location.
Anthony Flores - 120 E National Ave - He states he is concerned with parking. He
also states there previously was a problem with prostitution in the area.
Ursula Twombly - 11716 W Meineke, Wauwatosa - She states she would like the
applicant to find a different neighborhood that is not residential. She is a licensed
architect and states she has a good understanding of the neighborhood. She has
developed a map depicting
Jonathan Ward - 2237 Crestview Ct, Wauwatosa - Wangard Partners - The firm is
developing the Freshwater Plaza approximately three blocks away from the proposed
establishment. They are concerned with the secondary effects including negative
impact on property values and crime.

to alcohol and is concerned with possible secondary effects such as heavy traffic,
parking, and lighting. He disagrees with adult entertainment near the neighborhood.
Anna Marie Opgenorth - 2761 N Downer Ave - Representing the Mandel Group
which owns 322-344 E Florida St - Their objection is for reasons stated by previous
speakers. She has seen advertisements for Silk Exotic and is concerned the
business would be associated with Walker's Point.

application based on reasons previously stated.

of victims of sex trafficking. She states some of them were formerly strippers. She
opposes this type of business in any neighborhood.

area and is concerned the business could negatively impact her investments.
Juli Kaufmann - 255 W Bruce St - She also owns other property in the area. She
agrees with Ms. Gensch's statements. She is concerned with traffic, litter, and noise.
Bryan Kopec Farrell - 813 S 3rd St - He states he is concerned with noise, traffic, and
litter.
Rebecca Kopec Farrell - 813 S 3rd St - She agrees with the previous speakers.
Bill Kratsky - Park Real Estate - They own a building nearby and are concerned
because potential customers have indicated that they would not lease property if the
establishment opened.

Dana World Patterson - 3356 N 47th - Chair of Human Trafficking Task Force of
Greater Milwaukee - She states she is a parent of a student who attends a nearby
school. She states she is concerned with parking and traffic in the area.
Eugene Manzanette - 1939 S 20th St - He works with clients to finance homes in the
area. He states his son attends school nearby. He is concerned with exploitation of
women and is concerned with students being exposed to the potential exploitation.
Individual appearing not in support or opposition:
Captain Morales - Citizens in the area have brought concerns about prostitution to
the police department. The near southside is known as the LGN (Lincoln Greenfield
National) Loop and is known for a high volume of prostitution. There are traditional
prostitutes and drug dependent individuals in the area. Street level robberies
decreased once an initiative was created aimed at decreasing the number of
prostitutes. Walker's Point does not have a prostitution problem, but a concern is
that it might bring prostitutes into the area.
Ald. Puente moved to make an operations manual and article regarding Jose Zarate
submitted by Atty. Whitcomb as part of the record - Exhibit #4. (Prevailed 5-0)

Chaz Hastings - 11310 W Silver Spring Dr - Owner of Milwaukee Harley Davidson -
He states Silk Exotic is his neighbor and there are no issues with noise or litter. His
property values have increased and he has not seen any negative impact of being
near the business. He has not had any loitering in his parking lot, which is adjacent
to Silk Exotic.
Robert Hamilton - 904 S 1st St - He is looking forward to the business. He states the
business would draw more traffic to his business. He states there are not parking or
traffic issues in the area.
Guy Rehorst - 1009 N Jackson St - He states the existing Silk Exotic location is a
well-run business. He has observed the establishment at closing time and was
impressed with the security.
Diane Dowland - 1619 S 1st St - She has owned a tavern in the area for many years.
She states the location has had problems for years and states she prefers to have
Silk Exotic in the location because it is a well-run business with tight security.
Valerie Jorgeson - 531 W Virginia - She agrees with previous supporters and states
she has been to Silk Exotic's currently location and has felt safe.
Lee Guk - 133 W Oregon St - He owns two businesses in the area. He agrees with
previous supporters. He states that the establishment will create many jobs in the
neighborhood.
Pat James - 1806 15th Ave, South Milwaukee, 906 s Barclay - She moved away from
the area because she felt unsafe. She welcomes the establishment as she would
feel safer.
Alberto Gonzalez - 222 S 3rd St - He runs security at the applicant's current
establishment. A lot check is done at the end of the night to clean any possible litter
and walk patrons to cars. Music is kept at a low volume. Contact between dancers
and patrons is strictly prohibited.
Robert Smith - 212 E Mineral St - He states there is ample parking and valet parking
would be offered. He has observed the applicant's other business and is impressed
with the operation.

Robert Hansin - 4523 S 23rd St
Tim Whitfield - N52W14498 - He is an operations manager for Silk Exotic. There are
various plans in place to prevent human trafficking. There is a zero tolerance policy
for drugs or alcohol. If any issues arise, security from the lot helps the security
indoors.
Verona Swanigan - 3714 Kilbourn - She is an attorney licensed in several states and
has a degree in forensic psychology. She has reviewed Mr. Ferraro's plan to prevent
human trafficking. The layout of the establishment will prevent solicitation and the
entertainers would be escorted in and out of the building. The applicant has been
amenable to all of her suggestions to prevent prostitution.
Tom VanHagen - 135 E National Ave - He states he is neither in support nor
opposition. He owns the Blue Jacket and does not have a problem with giving the
applicant a chance to operate in the neighborhood.
Ald. Perez states the area currently has traffic and congestion. He states he cannot
support the application based on neighborhood testimony. He also states it is an
unfit location based on previous problems in the area.
Mr. Ferraro states that he has been in business for eleven years and has not had any
issues at any of his locations. He states that there were neighborhood fears before
he opened all of his establishments and he has then proven to neighbors that there
are no issues. He states he has followed recommendations to find an establishment
secluded and near railroad tracks. He will offer valet parking so there will be no
parking issues. He has reached out to Homeland Security for advice on how to
prevent human trafficking. He has kept his other locations clean and has offered to
let neighbors design the exterior of the establishment to address concerns.
Ald. Dudzik moved approval of the Public Entertainment Premises without a Class B
Tavern License. (Failed 1-4)
Ald. Puente moved denial based on neighborhood testimony and aldermanic
testimony. (Prevailed 5-0)
