Applebee's locations hold extended hours licenses. They have spoken to the staff
about leaving the establishment quietly and considerately to address noise issues.
They are not looking to be a night club and will serve food into late night hours.

Conrad Bonkowski - 3317 S 3rd St - During the summer, a lot of noise emanates
from the parking lot. Noise is caused both by patrons and employees. He is unable
to keep his windows open because of the noise.
Terry Riggs - 3323 S 3rd St - He has lived in the neighborhood for 7 years and states
the establishment is a primary source of disruption in the area. He agrees with the
previous speaker.

Ald. Bauman present at the table. He has consistently opposed extended hours at all
fast food establishments in the area. He is concerned with noise in the area.

Keith Stanley - 624 N 24th St - Avenues West Association - The association is not in
support as there are concerns with noise, traffic, security, and the need for additional
lighting. There is also an issue with vagrancy in the area. They have had issues with
two establishments in the area during extended hours.
Kent Corey - 624 N 24th St - Property manager for building located at 2435 W
Wisconsin Ave. His building is a residential apartment building. He is concerned with
noise emanating to the apartments late at night. There is an issue with loitering and
panhandling around the establishment. He witnessed three individuals loitering near
the "no loitering" sign outside of the establishment today.

Ald. Murphy present at the table. He held a neighborhood meeting approximately a
year ago regarding the initial application. He states it was clear that the neighbors
were in opposition to the alcohol license. There are already several alcohol outlets in
the area. He is not in support of the application based on neighborhood objections
and concentration.
The applicant states she has brought business into the area and it was previously a
foreclosed building. She has made improvements to the building and intends to paint
it this year. She states if she buys fresh groceries, products aren't purchased and
they go bad. Panhandlers have been in the area prior to her opening the business
and she does not encourage them to shop at the location.

Bob Green - 534 N 33rd St - Director of Merrill Park Neighborhood Association - He
states there are too many alcohol outlets in the area.
Tommy Lee Jones - 337 N 29th St - He owns a nearby tavern. He states he has
difficulty keeping individuals from walking around outside with alcohol and thinks a
new alcohol outlet would cause more issues.

Andrew Newton - 3415 W Mt Vernon - He states there is an oversaturation of alcohol
outlets in the area and is concerned with litter, vagrancy, and violent crimes.
Lucy Cooper - 215 N 38th St - She works with several neighborhood associations
and agrees with previous speakers. She was told it would be a full service grocery
store, but it is not. There is an issue with panhandling in the area. She states
panhandlers may patronize the store and leave litter in the area.
Sandra Casper - 3731 W Mt Vernon - She agrees with previous speakers. She was
at the original meeting for the store and it has not lived up to expectations.

LJ Hunt - 3504 N - He states the store is nice and clean. He states the location would
give neighbors an opportunity to get beer nearby.
Ald. Kovac moved denial based on neighborhood testimony and concentration.

Atty. Andrew Arena present with the applicant. The applicant has added signs
regarding loitering and warning of security cameras at each gas pump. The staff
have now taken an active role in ensuring individuals on premise are in fact
customers. The applicant has also entered into a contract to have security guards on
premise until 9 PM. Twenty cameras have been installed.
Ald. Hamilton present at the table. He has met with neighbors in the area and they
indicate that they did not have problems and that the applicant works with them
regarding issues. He was on premise when the cameras were installed and he was
able to view how they work. The hope is that improvements that have been made will
prevent any future issues.

he was not sure how many were inside. He asked the police officers how to comply.

business recently. The night of the police incident he greeted officers with respect
and was looking to follow their orders. He wasn't aware that they were supposed to
close at 1 AM. He didn't count patrons so can neither agree nor disagree with the
count, but it seemed high. They are looking to change hours so they can comply. He
and security staff walk patrons out to cars and they want to work with police.

Captain Jason Smith - Milwaukee Police Department - Officers always try to identify
the agent or person in charge when entering an establishment. Javon "Chris" Terry
stepped forward to facilitate the conversation. As district commander he is supposed
to foster and sustain businesses. Part of that is building relationships with licensees
and building a safe environment for residents. MPD works with neighborhood
associations to mitigate illegal activity in the area and states neighbors would like to
see the establishment involved. He wants active lines of communication between the
applicant and the police department.

Antonio Felder - 2245 N 31st St - He has been in the neighborhood for about 10
years and he has seen improvement. Previous concerns have been eliminated.
Arlene McLoren - 136 W Meineke - She states she was in the establishment 11/15/14
and 11/17/14 and she believes there were not 100 people in the establishment.
Ben Cooper - 6712 N 84th St - He has been working for Mr. Terry and is now the
second manager of the club. He states he has experience with many establishments
and this is the best establishment in the city. People feel safe in the establishment.
