Atty. Kristin Pierre appearing on behalf of the applicant. The applicant recognizes
that there is an issue with some stores and in the last two months has targetted this
location for additional maintenance.
Also appearing: Kendall Jackson - 2342 Linden Ave - The corporation has recently
split up districts so managers can focus on a smaller amount of stores. They also
have scheduled more litter pickups. An outside company picks up three times a
week and employees clean up at least three times daily.
Ald. Bohl present at the table. He has observed litter on the exterior of the
establishment. Trucks park at the establishment blocking the alley and causing
traffic. Neighbors see police squad cars parked outside of the establishment
regularly. He met with some of the leadership of the store several years ago. He
states there is an operational problem with the establishment and has observed
overfilled dumpsters. He has not observed any employees cleaning the area. The
lot is not well kept. He has observed litter in the lot that was left from the previous
day. He has contacted the manager at least once in the past year and multiple times
over the years. Often there is a temporary improvement after communication, but
then issues arise again.

Thomas Nichol - S68 W17575 East Dr, Muskego - Manager - The company recently
did a realignment so managers can focus on fewer stores. They have received one
complaint and immediately had an outside maintenance company come clean the
area. He assured the complainant that the fence along the perimeter of the property
would be cleaned of litter.
Ald. Witkowski present at the table. He has observed issues with litter and
unresponsiveness. This is the most unkempt store in the area. Other establishments
clean their lots but this location does not. He has had to contact the Department of
Neighborhood Services regarding the location. The dumpster is often left open and
litter blows out of it. He would like to see ongoing maintenance and not observe
clean-up only after complaints are received. He would like to have a written plan
regarding maintenance.

Atty. Vincent Bobot appearing with the applicant. Regarding the June 1, 2014
incident, the officers made a premise check and the only violation was a small chair
blocking a locked exit. The applicant immediately corrected the issue. During the
battery incident, the applicant was on premise and cooperative. He had never seen
the individuals involved in the fight previously. On January, 4 2015 security broke up
a fight. Regarding the January 17th incident, it did not occur at establishment, but the
applicant cooperated to show video to police. On January 20th a security officer was
injured and the applicant was cooperative. On January 23rd a sick and injury report
was filed because one patron complained of being exposed to pepper spray. The
applicant met with the district and submitted a comprehensive abatement plan. The
lower portion of establishment has been renovated for a restaurant. The applicant
has a security consultant to security check staff weekly.

Atty. Kristin Pierre appearing on behalf of the applicant. The district manager is in the
store once per week. The company has recently undergone redistricting so
managers are covering fewer stores. She is not aware of whether or not cameras
are located outside and was not aware of the panhandling issue. She will put the
manager in touch with the local alderman to address issues. The company is aware
of the litter issues and is switching out the current dumpsters to locked dumpsters to
prevent litter from flowing to the neighborhood.
Ald. Perez present at the table. He states the location has a panhandling issue that
he has personally observed. He contacted the police department and went in the
store to speak with a manager. He was told the district manager would contact him,
but that has not happened. He did not observe any external cameras where
panhandling occurs. He observed litter outside of the store and in the parking lot.
Litter gets trapped in the landscaping and had been there for a while. He would like a
plan of action and would like the establishment to participate with the local Business
Improvement District to help resolve neighborhood issues.

Ald. Hamilton states that the area the business is in is challenged and there have
been issues with prostitution and drugs late night in the area. He is concerned that
approving additional hours would create more issues for police.

The applicant states that he has become proactive with the police department. He
had a meeting with them on December 11th. When gun shots were heard, it was
about half an hour after the establishment closed. He has increased the number of
cameras and had his parking lot improved so customers can park there. He has had
signs installed instructing customers to park on the lot and keep noise down. He has
temporarily parked a vehicle to block traffic to the alley and will install a more
permanent blockade. He states Ms. Falsetti has not spoken to him within the last
year.

James Henry - 5162 N 63rd - He is the head of the security team at the
establishment. When the police are called for an incident, they speak with him and
each time this has occurred the problems were not from their patrons. He states
problems come from a business across the street and a nearby bus stop. He is on
premise 5 days a week.
Deon Reed - 2963 N 56th
Individuals appearing in opposition:
Lisa Falsetti - 3971 N 70th St - She states in the summer she is woken up once a
week because of noise. Her kids are also woken up by foul language, fighting, and
gun shots. Previously the applicant said customers wouldn't park on 70th, but they
still do. She states the security team for the establishment is ineffective. She said
she called the applicant earlier in the year and he hung up on her. She states the
issues occurring at 2 am do not come from the bus stop since the bus does not run
then.
Orlandus Jackson - 3968 N 70th St - He feels insecure in the area and speaks with
the applicant about once per week. He has discussed the issues he encounters with
the applicant. He has never met the new security team. He does not want to shut
the business down, but wants issues to be resolved. An employee told him to hit the
ground when shots are fired, but he would like the issue of shots fired to be resolved
instead. He has contacted the police about four times within the last year about
noise, arguments, or gunshots from the establishment.
Remikah Gray 3893 N 41st St - About two weeks ago loud music was playing for a
few hours before the police told the establishment to turn it down. There is noise at
night from intoxicated people and he has observed people urinating outside. He has
heard gunshots twice in the last year.
Individual appearing in support:
LC Butler - 3845 N 69th St - He owns a car wash at the same location as the
establishment. He is unaware of any problems with his business. He has not heard

any gunshots in the area.
Ald. Murphy present at the table. He has received multiple complaints from residents
regarding noise, traffic, and gunshots. He confirmed with Ms. Falsetti that she
contacted police on September 26, 2014 regarding gun shots, on August 22, 2014
about suspects in the parking lot, on June 2, 2014 about people yelling outside of the
establishment, on May 12, 2015 about people arguing outside, and on May 15, 2015
about loud music.
