Appearing on behalf of the applicant:
Atty. Mike Murray presented comment cards from store patrons.
Frank Crilli 379 Gateshead Dr, Naperville, IL stated in June the store needed more
attention then other stores and they added staff for outdoor clean up. He stated they
hired a landscape company to do a detailed clean up of the bushes twice a weeek.
He added that there is more that needs to be done to correct the failures at the store.
Individual also present:
Ald. Bohl stated there is a lot of litter at the location and he presented photos to that
effect. He added that the employees made excuses instead of solving the problems.
He stated he spoke with the store manager regarding the issues and expressed his
concerns regarding the litter. He added that he did a postcard survey of neighbors
and 5 were in objection and 5 were in support. He stated the response to clean up
happened in the fall, but it took to long to handle the litter complaints.
Ald. Rainey moved to enter in the record as exhibit #1 photos of the location from Ald.
Bohl. (Prevailed 4-0)
Ald. Zielinski stated he is concerned that all the changes are occuring right before the
hearing today. He added that he believes Mr. Crilli is sincere about his desire to
change the store.

been removed. He provided a copy of a legal opinion regarding the machines.

The applicant stated he is not trying to turn into a liquor store, but it looking for more
revenue which is why he wants to add liquor. He also stated he is hiring people from
the community. The applicant stated he is looking into getting hot dog carts and
adding MoneyGram to the business. He stated he would like to purchase the building
and build a deli and put the liquor in the back.

Ald. Coggs asked if the applicant thought it would be beneficial to have the store
open for at lease a year prior to adding liquor to gain the experience of operating a
business.
Indvidual present in opposition:
David Schefske 526 W National Ave stated he is opposed to liquor and there are 2
liquor stores nearby and there is also a high school in the area.
Individuals present in support:
Joel Vanharen 522 W National stated the applicant is a responsible business owner
and they're doing their best to run a legitimate business.
Alfe Janow 928 S 3rd St stated he is the co-chair of the Walker's Point Neighborhood
Association stated he spoke with the applicant regarding his business plans. He
suggested the Committee limit the type and size of liquor that will be available.
Ald. Perez moved to Hold to the Call of the Chair in order to meet further with the

The applicant stated the incident on the police report was horrible and he always
teaches his employees to not chase after shoplifters. He added that he has a security
guard at the store. He stated that things have improved over the last year.

Ald. Stamper stated the applicant needs a professional security guard, enrollment in
the MARTS program, and for the employees to clean up the block in front of the
store. He recommends a warning letter.
Individuals present in opposition:
Gale Crocket 1826 N 26th St stated the gas station has been a nuisance for years
and there is constant traffic. She stated she feels unsafe because of the panhandling,
littering, loitering, and public urination. She added that the security guard is a
problem.
Betty Klaussen 1325 N 25th St stated the store has always been a problem and there
is constant loitering. She added they have pipes and other paraphenalia for illegal
drugs.
Ald. Perez moved to amend the plan of operation to not sell pipes. (Prevailed 5-0)

Parking for persons attending City Hall meetings is available at reduced rates (5 hour limit) at
the Milwaukee Center (southwest corner of E. Kilbourn Ave. and N. Water St.) Parking tickets
must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
register with the City Clerk's License Division. Lobbyists appearing before a Common Council
committee are required to identify themselves as such. More information is available at
