trash to blow into the neighbors yards. The issue has been addressed by the use of
straps.

Ald. Bohl stated he appreciates Mr. Edwards willingness to come to the hearing and
submit his complaint. He stated that he has reached out to the establishment and the
issue is address for a short period until the appointment of new management. At that
time, the issue with trash starts over.
Cary Edwards 10620 W Good Hope Rd. stated that he is a resident and owns a
home across the street. He stated that trash from the establishment ends up in his

yard. There were two occassions where he complained to the managers. The issue
was resolved for a short period. When it reoccurred, he decided to complain to Ald.
Bohl.

MARTS program. She asked if the employee that sold tobacco to the minor was still
employed. Mr. Khullar stated that he is still employed at the establishment.
Ald. Lewis moved Hold to the Call of the Chair to give the applicant time to return with

The applicant stated that the loading zone is needed for the customers that are
disbled to come in and drop off items. It will be used as an in and out spot. He
stated that he is not looking for a permanent parking spot.

Ald. Bauman request information on how many loading zones already exists. Ms.
Celella of the License Division stated there are 4 loading zones on the block. Ald.
Bauman stated that the applicant is looking for customer parking. Ald. Bauman also
stated that loading up the block with loading zones will take up street parking.

ID. In response to the police report, he stated that they didn't have any idea that the

fake IDs. He suggested that the applicant reach out to the Police Department.

The applicant stated that he is not trying to bring violence, prostitution, and other
negative things to the neighborhood. He stated that he is willing to work with the
community on alternatives. Ald. Zielinski suggested that the applicant iron out the
hours and work on the condition of the building.
Individual also present:
Dameon Ellzey, 15th District Legislative Assistant, stated Ald. Stamper held a
meeting with the community. The concerns of the neighbors are the hours and
whether the focus is on liquor or restaurant. Ald. Stamper is on board with the
establishment operating with a liquor license, but closing before bar time, because
that's what the community has asked for. The applicant should operate as a
restaurant with Service Bar Only. Ald. Stamper wants to have a community meeting
to discuss options.
Individuals in oppostition:
Mike Howlin 4227 W Highland Ave. stated that his family has lived near 40th and
Vliet for over 40 years. He stated that the plan shows a nightclub instead of a
restaurant. They want businesses but not nightclubs. He stated that the applicant
should change hours and not be open until 2 AM.
Pat Meuller 4502 W Martin Dr. stated that there is no need for another liquor license
in the neighborhood. She stated that there is an over concentration of alcohol
licenses. She fears that the owner will not complete the project of opening a
restaurant and seek operating as a bar.
Myriam Ben-Shalom 1350 N 37th Pl. stated that she has lived in the neighborhood
since 1983 and oppose the license. She stated that the tavern will be a site that will
enhance problems in the neighborhood like prostitution and crime. She stated that
the area is concentrated with alcohol licenses. She is concerned about parking and
drunk drivers. She stated that the building is in bad shape.
Ald. Coggs asked for clarification on statements made by Ms. Ben-Shalom. Ms.
Bem-Shalom stated that the neighborhood will not support Poetry Readings. She
stated that the neighborhood consists of gangs and prostitutes.
