Appearing on behalf of the applicant:
Atty. Michael Whitcomb stated that the establishment followed the instructions of the
police department by eliminating drink specials and purchasing a new security
system, improving parking lot lighting and security cameras. He stated that the
establishment has been in operation since 2003 with few incidents, no discipline from
the License Committee and good record operating a safe environment. He submitted
a transcript of testimony from Ald. Bohl on April 17, 2017.
Ald. Rainey moved to enter into the record Exhibit #1 a transcript of testimony from
Ald. Bohl on April 17, 2017, provided by Atty. Whitcomb. (Prevailed 5-0)
Individual also present:
Ald. Bohl stated that he heard from the applicant after the incident and they had a
plan in place to address the issues. He stated that he received a report from the
police department that the two individuals involved in the incident had no interaction
within the establishment. He stated that the applicant took additional steps such as
closing down, eliminating food and drink specials, and increasing security systems to
address the issues. He stated that the establishment is operated well and he has no
concerns.
Ald. Perez stated that every year since 2015 there has been an incident which
causes some concerns.
Ald. Rainey moved approval with warning letter based on the police report. (Prevailed

The applicant stated that he's been in business for 4 years and within the last year
received a client that requested his towing services. He stated that he wasn't aware
of changes in the Ordinance relating to towing and immediately made changes
adding credit card machine, posting the price list, and decreasing charges. He stated
that he received a citation from the police department and felt there wasn't a need to
speak with the complainant and will not refund her unless the tickets were reversed.
Individual present in opposition:
Sandra Sweitlik W8026 Coverleaf Lake Rd., Embarrass, WI stated that she called to
inquire about her car and was told that the establishment was closed. She stated
that she explained that she resides out of town and needed to have her car to get
home. She was told that she could pay the fee in cash only and no receipt will be
provided. She stated that she arrived at the location, asked the applicant for a
receipt and was told she can have a receipt but would have to pay a different fee
which included storage fee covering up until Monday. She stated that she was told
to sign the receipt with Monday's date, which she refused to do. She stated that she
called the establishment and left several messages about the overcharges and never
received a response or a refund. She stated that the encounter impacted her life in a
negative way.
Ald. Zielinski asked why the applicant failed to contact the complainant. He stated
that the applicant should be returning calls and refunding overcharged fees.
Ald. Coggs asked Ms. Sweitlik if she was refunded for the overcharges.

The applicant stated that they implemented new rules, eliminated home rentals,

performed background checks on applicants, placed new siding on 60 homes in aim
to attract high quality residents. He submitted a letter discussing the history of the
company, pictures, and Mitigation Plan. He stated the Mobile Park supply a resource
for those that can't purchase a traditional home. He stated that he will hire private
security to monitor Mobile Park, provide contact information to residents for the
corporate office, work with the police, improve lighting, and repair fences. He stated
that he is willing to schedule meetings with the Ald. Witkowski.
Appearing with the applicant:
Atty. Michael Massleman stated that some residents of the park are homeowners and
responsible for repairing their own homes. He stated that the applicant only receive
copies of the issues. He stated that there has been no testimony of nonrenewal. He
stated that there are 123 mobile homes, 122 owned by residents.
Joshua Bearing 6160 S 6th St stated that they are responsible to maintain the area
but not individual homes and those residents are cited when they fail to repair
property, and are eventually evicted if not repaired. He stated that the person that
was passed out on the property overdosed and wondered onto the property. He
stated that they addressed the BB gun incident with the residents involved, notified
them that it was against the rules, never spoke with Ms. Coban about the incident
and no letter was sent to residents.
Atty. Tristan Petit stated that 53 evictions have been filed since 2014 and there is a
screening process in place.

Ald. Witkowski outlined incidents that continue to occur on the property and asked
that it is treated as an apartment building with one license. He stated that several
years back repeated calls and incidents took place resulting in the license being
revoked. He stated that most of the units are 30-50 years old and are not movable.
He stated that he met with management and was given a mitigation plan for the
property.
Ald. Perez moved to enter into the record Exhibit #1 a letter discussing the history of
the company, pictures, and Mitigation Plan. (Prevailed 5-0)
Atty. La Keisha Butler, City Attorney's Office read into the record Milwaukee Code of
Ordinance, 246-11-5 which outlines the grounds for nonrenewal or revocation of this
license. She stated that the license can only be renewed or nonrenewed.
Ald. Rainey asked Ald. Witkowski for a briefing on the history of this property.
Ald. Lewis asked how many owners and renters and what is the process to address
issues.
Ald. Zielinski clarified that the applicant owns the land and the residents own the
mobile homes.

Juliann Covan 6160 S 6th St. W66 stated the neighbors were shooting BB guns and
called management with no response. She stated that she heard dogs barking and
there was a person lying on the ground out side of her home, she contacted the
police, and reported it to management.
Debra Mason 6160 S 6th St, W18 stated that she has several problems with Joshua
Bearing, was disrespected and evicted by management. She reported thefts several
times to management before contacting the police.

Richard Benlin 6160 S 6th St. W22 stated that he has witnessed little police presence
and is in support.
Jimmy Yanko 6160 S 6th St, E33, W61 stated he has resided on the property for 2
years, has been involved in the upkeep of the community, and is in support.
Jeffrey Matthews 6160 S 6th St, W43, E16 stated that he has lived in the community
for one year. If there is an issue, he is not going to call management, but instead
contact the police. He stated that he has witnessed the management address
issues. He feels that issues should be addressed individually and not affect the

residents as a whole.

better with the new management and is in support.

expressed concerns about the concentration of convenience stores and the proximity
in relation to the other stores.

Gerald Coon 1731 N 32nd St. stated the area is over saturated with convenience
stores and contributes to prostitution in the area. He stated that several years ago
the premises were raided by law enforcement. He stated that convenience stores
provide a safe place for women.
Lu Vang 3940 W Lisbon Ave stated she witnessed prostitutes in the area on several
occasions.

Willie Weaver-Bey 2542 N 39th St. stated that he supports the applicant. He stated
that the neighborhood actions are out of the applicant's control.
Bishop McClinton 3100 W Lisbon Ave stated that the neighborhood has improved.
Ald. Coggs asked the applicant to speak on the occurrences at the location.
Ald. Rainey asked Mr. Coon why he feels that the location will draw prostitution. He
asked Ms. Vang why she feel that this area is chosen as a prostitute spot.

rented the room. He stated that the female involved in the incident stayed there for
only one night. He stated that customers are required to show identification and pay
by credit card, debit card, or cash. He stated that he hired security and installed
several cameras that he has access to on his cellular phone.

Capt. Turcinovic stated that there's a lot of manpower being spent on incidents
occurring at the establishment. He stated that the applicant should improve their
screening techniques and pay attention to the behavior and mannerisms of the
tenants.
PO Kasberger stated that he entered the room of the deceased and found drugs,
syringes, and paraphernalia in the room. He stated that the hotel appeared depleted.
PO Newell stated that he responded to a robbery involving two guys pulling up and
kicking in the office door, demanding cash, and threatening to kill the employee. He
stated that the guys were not customers of the hotel.
PO Cannestra stated that she responded to an armed robbery and the call came
from a couple that had been staying there for a month. She stated that a female that
also resided at the establishment for approximately a month, assisted two men in
robbing other tenants. She stated that video was obtained. She stated that the
incident occurred behind closed doors and the suspects were invited in the room.
PO Pierce stated that he had a couple of meetings with the applicant and suggested
camera systems, lighting, and armed security. He stated that his contact information
was provided to the applicant in order to set up a meeting to discuss , but hasn't been
contacted. He stated that he suggested the applicant seek advice from other hotel
owners in the area. He stated that the street lights provide some lighting for the
parking lot.
Ald. Zielinski asked Capt. Turcinovic for any suggestions for the applicant to screen
potential customers. He suggested that the applicant require customers to pay by
card only and provide matching identification.

She suggested having a collective meeting to include the other hotels in the area.

Atty. Andrew Arena stated that the allegations are not condoned by his client. He
stated that the applicant monitors the videos from home and can't control incidents
that occur in rooms or cars. He read several items from the police report and stated
that the incidents were out of the control of the applicant and stated that any incident
resulting in damage of the property, the applicant performed repairs immediately. He
stated that his client will look into the County Commission group on the trafficking
issues and he was unaware of the incidents occurring in the parking lot. He stated
that some of the incidents in the testimony occurred over 3 years ago.

Ald. Johnson stated that this location continues to be a nuisance, agrees that the
neighbors deserve a break and supports the Committee's decision. He stated that he
visited the location, cameras were being installed, the back door was closed, but he
continues to hear about people entering and exiting the back door.
Capt. Turcinovic stated that the police department has responded to several calls
related to the premises and his highest concern is with the human trafficking. He
stated that there is a severe lack of supervision at this location.
Individuals present in opposition:
Jovonta Brown 6106 W Leon Terrace stated that she's witnessed drug interactions,
her husband performed CPR on an overdosed person, high traffic of people going in
and out of the location and contacts the police. She stated that she has never seen
the applicant and is hoping to start an organization with others to improve the
neighborhood.
ViannaLynn Clayhiggs 6100 Block of Leon Terrace stated that she has witnessed
people taking drugs in cars, performing sexual acts, and handling drug transactions
behind the establishment.
Naomi Curry Medford Ave stated she witnessed someone trying to break into her
neighbor's home and contacted the police. She stated that the person knocked on
her door and left when the police arrived. She stated that he came from the motel.
Ald. Zielinski asked the applicant is he willing to eliminate cash payments and only
accept credit or debit card payments with matching identification.
Ald. Coggs asked the applicant if he's made any contact with anti-human trafficking
organizations and recommended that he reach out to the County Commission that
can offer information on human trafficking. She stated that business owners should
educate themselves on the type of business that they are operating and come in with
