peace, trash, noise and has complained to police and Ald. Zielinski. He stated that
those he's witnessed littering are patrons of the establishment.
Jose Garcia 3202 S 13th St. stated that has witnessed litter, dirty underwear, cars
burning rubber and racing. He stated that he has complained to the police about the
violence such as fights and gun shots.
Ald. Perez asked if those seen by the complainants patrons of the establishment.
Ald. Zielinski stated that he has received several calls on fights, violence, gunshots,
underwear, and litter.
Ald. Zielinski moved denial the changes in entertainment based upon the police

The applicant stated that he did not know the extent of the record of previous
businesses.

Takis Kennis 2494 N Bartlett Ave stated that the neighborhood suffered many years
with the previous bar. He stated that there were constant noise disturbances and
without a bar there is a decrease in car thefts and noise. He stated that he is in
opposition.
Theresa Kennis 2494 N Bartlett Ave stated that she agrees with previous speaker
and is in opposition. She stated that the property needs repair and parking is already
limited without the business opening.
Teresa O'neal 2431 N Bartlett Ave stated that she has concerns with the parking and
it affects the entire neighborhood. She stated that the mirror of her car was damaged
8 times when the previous establishment operated and the health and well-being of
the community is more important.
Ald. Lewis asked the applicant if he was aware of the previous businesses' record.

Mitchell Wakefield 2413 E Webster Place stated that he operates a business nearby,
there has never been an issue, and the mirror on his vehicle has been was damaged
on several occasions from the narrow streets and fast drivers. He stated that he is in
support.
Robert Greenlen 2416 N Bartlett Ave stated that he is in support.
Ald. Kovac stated that he held a neighborhood meeting of about 50 people. He
obtained 40 votes and majority are in support. There were 5 "No" votes, some of
whom are here today.

Appearing with the applicant:
Atty. Michael Maistelman spoke on the history of the applicant in business and the
current plan of operation. The applicant emphasizes quality over quantity and
customers will have a shot of high end liquor and craft beer. He stated that the
applicant didn't have a chance and was not aware of the online voting.
Joseph Mettna 10954 N Cedar Brook Rd, Mequon, WI stated there will be a minimum
of one person running the operation, sometimes two. He stated that there will be
approximately three employees on duty daily, wine, scotch, and high end cognac will
be served, and they are not in competition with the other bars.

Ald. Kovac stated that the neighbors are split on whether they are in support or
opposition. He stated that he is in support of the decision of the Committee and the
plan of operation is clear that customers must be in the establishment smoking a
cigar to consume the liquor. He asked the applicant how many employees will be

ACA La Keisha Butler, City Attorney's Office, stated that discussions were held with
the License Division and the Department of Revenue and because they are already
licensed as a cigar bar, they are able to apply for the Class B Tavern.

that there is noise, drug dealing, and shootings in close proximity of the premises.
She stated that she's provided videos to Ald. Hamilton's office, complained to the
police, and witnessed issues taking place in the parking lot.
Jessica Celella, License Division Manager, stated that the address is used for an
office space being that the license is wholesale and not an actual car lot. She
mentioned that the applicant previously came in to amend the hours of operation.
Ald. Coggs asked what part the address plays in the license. She asked Ms. Hood if
she shared her previous concerns with the police.
Ald. Lewis stated that she has concerns with the hours of operation.
Ald. Lewis moved to amend the hours to Wed - Sat, 12 PM to 9 PM. (Prevailed 3-0)
Ald. Zielinski asked the complainant if she knew which unit on the premises is
associated with the issues.

The applicant stated that steps are being taken to move forward in the right direction
and is not aware of the database that alerts on fake IDs. He stated that he failed to
contact the police because he prefers his lawyer mediates when it comes to
communicating with the police. The applicant stated that the underage people
mentioned in the police report are former students.

Atty. Brian Randall submitted a plan of action in response to MPD notice of nuisance
premises. He stated that the applicants made improvements to the bar, agrees to
close Sun - Thurs at 1:45 AM and 2:15 Fri - Sat and will not employ anyone
underage. He stated that an ID scanner will be implemented, all patrons will be
carded, and employees are expected to follow the rules.
Individual also present:
Ald. Donovan stated that the previous owner had equipment installed before selling to
the applicant. He stated that he is concerned, has issues getting the applicant to
meet with him, and is very disappointed. Ald. Donovan submitted a view of the crime
activity in and around the neighborhood since the opening of the establishment that
he obtained from the police.
Capt. Heather Wurth stated that the plan was accepted because it is a solid plan but
she has concerns with the gun violence and shots fired in the neighborhood since the
applicant began operating the establishment. She also stated that incidents involving
the premises continue to drain resources.
Ald. Lewis moved to enter into the record Exhibit #1 the plan of action in response to
MPD notice of nuisance premises. (Prevailed 3-0)
Ald. Lewis asked the applicant if he has access to the database program that alerts
bars of those using fake identifications.
Ald. Perez asked the applicant why he failed to communicate with the police.
Ald. Zielinski stated that his concerns are that the applicant doesn't know about
things a bar owner should know. He stated that the applicant failed to contact his
alderman, has reports of constant problems throughout the year, and sees no
improvement in the future.
Ald. Coggs asked if any of the underage mentioned in the police report, were former
students.

The applicant stated that he had two underage events were held by a nonprofit group
that promote a safe house for underage teens, all alcohol beverages were removed,
and security was present. He also stated that he is no longer holding these types of
events and has several events booked for the upcoming months that include
weddings, quinceaneras, and receptions. He stated that he put into his contract no
nudity or bikinis and placed in his contract that he can end the contract if any rules
are violated. He stated that there were 16+ security guards on duty the night in
question, he was really upset, and security should've intervened. He stated that the
security guards that were at the establishment on the night of the incident are still
employed. He stated that the event on the video does not fit in under the "Special
Event" and that it was totally his fault that he did not heed the warning. The applicant
is aware he is not licensed for nudity and there is room for females to change.
Appearing with the applicant:
Atty. Vincent Bobot stated that the event organizers stated that they will sue the
applicant if he didn't withhold the contract and both groups of security, from the

promoter and the applicant, met and agreed to withhold the rules. He stated that
there will be no events that cause any problems as the one shown in the video. Atty.
Bobot stated that the licensee made a mistake and had no prior discipline, there will
be no promoters in the future, and the licensee will be in control.
Individual also present:
Capt. Wurth stated that there is no full nudity on the video but it will depict what type
of conduct takes place at the establishment. She stated that a meeting was held with
the applicant but has concerns about the applicant's lack of knowledge about the
requirements of his licenses; he did not notify the police department of two underage
events and was cited for not doing so. She stated that there was a lot of manpower
used to respond to the incidents.
Ald. Zielinski stated that the applicant did not take the advice of the officer to add
security.
Ald. Coggs asked what is on the video. She asked how the contract has changed
and is there anything in the contract that states he can cancel the contract if there are
violations of the rules. She asked how many security guards were on staff, why there
wasn't any intervention, and why the security guards continue to hold positions at the
establishment.
Ald. Lewis asked the applicant why he moved forward with the event when he noticed
it was a negative event. She pointed out the fact that Atty. Bobot stated that the
security was there for each dancer and that shows the applicant was aware of what
was taking place on the night in question. She asked Mr. Hamilton if he witnessed
the incident involving underage patrons. She asked Ms. Cole to explain the
difference in promoter and consultant.
ACA La Keisha Butler, City Attorney's Office, explained situations involving the
viewing of the video and that affidavits may need to be signed in the future to release
the video.
Ald. Perez asked how the event on the video fit in with the category of "Special
Event".
Individuals present in support:
Robert Hamilton 904 S 1st St stated that he is in support and the neighborhood has
been quiet since the applicant has been in operation. He stated that he witnessed
the incident involving the underage patrons.
Derek Collins 2124 N 61st St stated that he held his wedding at the establishment
last year and is in support.
Lena Cole 1830 N Hubbard St stated that she has partnered with the applicant,
helped promote events, now consults, and is in support. She explained that the
applicant will ask her for advice on what type of event to hold to bring in a particular
crowd, whereas promoters put the entire event together and don't respect the
establishment.
Tacorey Edwards 5702 N 92nd St stated that she provides security for the applicant
and is in support. She stated that she was present on the day of the incident but was
at the door checking for weapons. She stated that a briefing was held and it was
made clear that no nudity was allowed and should be addressed immediately if it
occurs. She stated that when drunk behavior is displayed patrons are redirected,
check females at the door, check restrooms, outside, and areas of concern.
Brandon King 8814 W Lynx Ave stated that he works security, hasn't had any issues,
and is in support. They have briefings for events to have understanding of events
before they occur.
Homer Blow 2003 W Capitol Dr stated that security was not doing their best job at
this particular event, but the establishment should still be able to operate. He has
witnessed positive events there and is in support. He stated that a penalty is
warranted but not nonrenewal.

Dealer, and Public Entertainment of Premises License Renewal Applications Adding
Bands, Poetry, Comedy, Patrons Dancing, Removing Shareholder, and Transfer of
Stock for "DEE'S ELEGANCE" at 7420 W VILLARD Av. (Expires 7/21/2017)
The applicant stated that security now use a wand and agrees to amend her
application to change the age restriction to 30+ after 8 PM. She stated the shooter
involved in the incident did not get searched thoroughly. She stated that she didn't
know the shooter, but did know the friend of the shooter. She stated that she is
working on getting an ID scanner. She stated that the night of the incident, she
readily offered information she had to help with the investigation and offers her
condolences to the family.
Individual also present:
Ald. Johnson stated that after the incident occurred he met with the applicant and the
captain of the police department on how to strengthen the plan of operation. He
stated that the meeting included discussions about contacting the police if issues
escalate, limiting reentry into the establishment, searching patrons upon entry and
reentry, purchasing a wand, ID scanners, and there has not been an incident since
the incident on the police. He stated that there has been warning letters in the past
so he recommends a 30 day suspension.
Ald. Perez moved to amend the plan of operation to the age restriction of 30 and up
after 8 PM. (Prevailed 4-0)
Individual in opposition:
Nakenie Triplett stated that her son's father was the victim of the incident that
occurred at the establishment and the incident would have prevented if there was a
thorough search by security. She stated that a thorough search wasn't done and
from her understanding it was because the shooter and his friend are close
associates of the applicant. She is not in support.
Individuals present in support:
Homer Blow stated that he is in support and that the applicant runs a friendly
establishment. He stated that the incident that occurred is unfortunate, he offers his
condolences to the family of the victim, and it doesn't define what type of
establishment the applicant operates.
Shaquille Madison 8247 W Bender Ave. stated that he is a disc jockey at the
establishment, previously worked as a security guard at the establishment, and there
was a breach in the security the night of the incident. He stated that the shooter was
searched and it is impossible to check every crevice. He stated that different
measures are being taken to insure security, he offers his condolences to the family
of the victim, and he is in support.

Donnell Claire 1137 W Vliet St stated that he works as a disc jockey at the
establishment and it has always felt safe and family friendly. He stated that New
Year's is a night when unfamiliar patrons enter, it is difficult to know when something
is going to happen, and measurements are being taken to ensure security. He
stated that he is in support.
Regina Boston-Dixon 5716 W Brooklyn Pl stated that she has a law enforcement
background, feels safe in the establishment and is in support. She stated that her
heart goes out to the family and the applicant has taken steps to prevent this from
happening again.
Darlene Williams 4679 N 75th St stated that the security is phenomenal; her family
visits the establishment regularly, and is in support.
Sheila Milton 2521 N 37th St stated that she is the mother of the applicant and raised
her daughter to be very respectful. She stated that it is disturbing that someone
entered the club with a firearm, understands the hurt by the loss, and offers her help
to the mother of the victim's child. She supports her daughter and would do what is
necessary to help her in securing the establishment.
Brandon King 8814 W Lynx Ave stated that he is the owner of the new security team
at the establishment and is in support. He stated that he is working with the applicant
and his staff to make sure security take the necessary steps to prevent future
