The applicant had no comments related to the police report of the previous premises.
The applicant stated she wants to establish a business with food. The applicant stated
she just wants to open a good business and wants to offer lunch to the local
businesses.

Ald. Zielinski stated he is opposed to the application because there has been nothing
but problems at the premises. He recommended denial based on the police report.
Individual present in opposition:
Diana Hill 2689 S 7th St, stated she lives above the premises and her major concerns
are that her 12 year old daughter was attacked by a patron on her way home from
school, and she works full time and goes to school and does not want bands or a DJ.
She added that she has witnessed fights in the street. She stated she called Ald.
Zielinski several times with complaints regarding the previous premises.
Ald. Kovac moved denial based on the previous premises police report and

Patron Contests, Comedy Acts, and Patrons Dancing for "Belli's Bistro & Spirits" at
3001 S KINNICKINNIC Av.
The applicant stated it has always been a dream of hers to open her own restaurant.
She stated that she participated in the day to day activities of running Mike's Place.
She added that she was unaware that it was declared a nuisance property. She stated
that she wants to open a restaurant, not a bar. She added that her son will not be
involved with the premises, but would help out as needed.
Appearing with the applicant:
Atty. Emil Obviagele stated the applicant is withdrawing the Public Entertainment
Premises license and amend the hours of operation to close at 10 PM
Sunday-Thursday and 10:30 PM Friday-Saturday. He also provided a copy of the
business plan for the premises. He stated that the applicant has a lot of business
experience and has met with neighbors and changed her plan of operation to ease
concerns.
Ald. Bohl moved to accept the withdrawal of the Public Entertainment Premises
license application and to amend the hours of operation. (Prevailed 5-0)
Individuals present in opposition:
Capt. Andra Williams stated Ms. Dodson worked at Mike's Place on 35th St and Silver
Spring Dr during a shooting incident. He added that the premises was a nuisance
property from July 2015-July 2016 because of a shooting and an armed robbery. He
added that the owner was killed in 2016 during a robbery.
Linda Paulson 1902 E Rusk St stated parking is an issue in the area. She stated there
were people in the premises until 1:30 AM this past weekend. She stated she would
love to see the business flourish, but is concerned about parking because her son is
disabled.
Capt. Diana Rowe stated the White House had many issues during the time it was
open and the applicant's son and fiance were running the establishment. She added
that it was declared a nuisance property.
Ald. Zielinski stated at the neighborhood meeting the applicant stated there were no
problems at Mike's Place. He added that the applicant's son had a tavern license
nonrenewed and declared a nuisance premises.

outside after hours and people parking in her gated lot. She stated patrons also would
smoke outside the fire exit. She added that patrons would drink alcohol on her steps,
and leave the bottles and other trash, including used condoms and syringes.

Deshea Agee, Executive Director, Historic King Dr BID stated he has been meeting
with the applicant throughout the past year, and the Board is in support of the
application, with the 25+ age restriction.

The applicant stated the fight was between two women and he did not want his security
guards to touch the women because he thought he would get in to trouble. So he told
the security guard to spray pepper spray in the air. He added that the husband came to
remove the woman involved in the incident. He added that because the husband
removed his wife, he did not call the police. He stated that it wasn't a physical
altercation. He added that he is more mature now and he has a security guard on
premises every day, and two on the weekends. He stated that he will hire a private
security firm to prevent further incidents.
Individuals appearing:
Ald. Perez stated the area is challenged and the applicant is a nice guy, he has
concerns because the applicant blames the neighborhood for the incidents. He
recommended a minimal suspension based on the police report and applicant
testimony.
Ald. Zielinski stated the applicant should have called the police regarding the incident.
He recommended that the applicant hire a female security guard to handle fights
between female patrons. He also recommended that the applicant work with a security
firm to get some help with the incidents that have occurred at the premises, and to
prepare for and prevent future incidents.
Ald. Bohl stated the applicant needs to be at the premises and not serve patrons who
are already intoxicated. He added that if the applicant has further shots fired incidents
the premises may not be open much longer.
Ald. Bohl moved approval with a 15 day suspension based on the police report and
applicant and aldermanic testimony. (Prevailed 4-0)

Ald. Murphy stated he has spoken with the applicant and there hasn't been an
opportunity for a neighborhood meeting and he would like the item held. He added that
he knew neighbors would be concerned about the alcohol, but didn't expect the
opposition to the food.
Individual present in opposition:
Valerie Sauve 6730 W Vienna Ave, Dineen Park Neighborhood Association stated
there are several fast food restaurants in the area and there are concerns with trash.
She added that she doesn't know if athletes will eat the food because it's not healthy.
She added that she was unaware of the partnership between the restaurant and Cream
City Boxing.
Ald. Bohl stated the trash isn't the fault of the fast food establishments, it's the result
of the patrons causing the litter.
