The applicant stated he has operated the premises for 11 years. He added that he
closes early because of the problems at the bar across the street. He stated that he
often got overflow patrons from the bar across the street. He added that he posted no
weapons signs and increased the number of cameras from 6 to 8 in November, and
had the cameras' ability to record repaired. He stated that he went through the Pivot
Program and it was interesting. He added that a lot of the problems are from the
overflow patrons who come in a use the bathroom. He stated that he doesn't know how
the shooting happened and he does not check people for weapons. He added that
wanding people for weapons is scary. He stated that he wants to keep his day
business and close early because the trouble is at nighttime. He added that he works
at the bar during the day, and the bartender at night doesn't usually have problems. He
stated that he will get a wand and ID scanner.

now. He added that the bar across the street has since closed because they saw the
writing on the wall. He added that he is looking for clarification on the shooting
incidents. He stated that he's met with the applicant several times, and he's a nice
gentleman, but he's not at the premises when he's most needed. He added that he
understands the problems of the neighborhood and nearby establishments. He stated
he is not in support because of the police report and the severity of the incidents.
SGT Martin stated he performed CPR on the homicide victim. He added that Cpt
Ramirez is requesting nonrenewal based on the police report.
PO Diener stated that District 2 is requesting nonrenewal because in 2010 a bartender
was selling cocaine, there are issues with gunfire and fights and the police were not
notified about the incidents. He stated that a total of 150 hours, $12,000, 1 lieutenant,
8 sergeants, 9 detectives, 5 forensic investigators, and 79 police officers responded to
the shooting incidents at the premises.
Ald. Bohl stated the applicant should maximize his efforts in his business to resolve
issues. He added that if there are changes in the neighborhood the applicant should go
above and beyond and get out of the nostalgia of older days. He stated the applicant
should visit his bar at night to observe the issues that are occurring.
Ald. Zielinski recommended the applicant get an ID scanner. He stated that he doesn't
think the applicant is changing with the times and is concerned someone else could
get killed.

that they're not paying their taxes.

store.

Michael Barrett 4317 Riverside Rd, Waterford, WI stated he witnessed a fight break
out between 7 people at the premises and his vehicle was damaged. He stated when
he spoke with the manager he denied that a fight occurred.

Individual present in support:
James Feroah 6922 Hillcrest Dr, Wauwatosa, WI stated he was bartending the night of
the incident and he witnessed a group of people from Kelly's Bleachers shouting and
shoving. He stated he witnessed the fight occur and he ran outside to break up the
fight.
Jacob Balsiger 1439 S 88th St, West Allis, WI stated he called the Uber and the fight
did not start in the bar.

she heard gunshots. She added that the homicide victim was hanging around outside
before he was shot. She stated that she has worked there since 2004 and purchased
the premises in 2013. She stated it is a small bar with an older crowd, and she works
there most nights. She added that she has a jukebox that plays R&B, Blues, and
Country, and the Rap music was removed. She stated that since the incident she has
been closing an hour early. She stated there were no issues inside the bar on the night
of the homicide. She stated that before the shooting she had security but they were
not armed. She added that there have been no issues with minors or overserving
patrons. She added that there are issues with shootings in the neighborhood. She
stated that 80% of her business is conducted before 12 AM and 85% of her business
is over 25 years of age.

Atty. Todd Farris stated the applicant was cooperative with all police investigations. He
added that the shooting incident was precipitated by a patron who was banned from the
premises and tried to gain entry. He stated the applicant will change her hours to close
at 12 AM. He added that the applicant is trying to operate a credible business and she
had nothing to do with the homicide. He stated that Milwaukee has 700 shootings a
year and the premises did nothing to improperly nor did they create an atmosphere that
lead to the homicide.

Ald. Bauman stated the premises is a corner bar with a second floor residential unit,
that he passes every day because he lives 5 blocks away. He added there was a
homicide there previously when her father ran the premises. He stated the video of the
shooting was on the news for 2 days and it made the neighborhood look like a warzone
which offended him. He stated that this type of crime and violence cannot be tolerated
and recommends nonrenewal based on the police report and homicide. He stated the
premises doesn't attract huge crowds so this level of violence is a problem.
Individuals present in support:
Mashika Bryant 9009 W Villard Ave stated she is with Freedom Fighters who provide
patrol security on Friday and Saturday from 9 PM to 1:30 AM for the applicant and
there have been no incidents since the patrol began in October. She stated that she is
working with the applicant to change the tone and crowd of the premises. She added
that different types of events will be held at the premises to give it more of a
community atmosphere. She stated the security officers wear uniforms and teach
de-escalation techniques. She stated that the applicant is looking at updated her
security system. She added that they do not wand patrons and do not scan IDs. She
added that she has looked into hosting candidate forums and election events at the
premises.
Kawana Perry 8214 W Congress St stated she's known the applicant and her family for
years and she loves the premises because it is homey. She stated the premises is
important to the family and friends. She added that young people come to the bar that
she doesn't want around, and they hangout outside. She stated that she has never
seen gun activity like that before. She added that bats don't work anymore to get rid of
the kids loitering.
Takiesha Johnson 7450 N 86th St stated she a patron and she feels safe when she's
there. She stated she has a nice time and has never had any problems at the
premises.
Ald. Kovac asked for clarification regarding the shooting incident and the surveillance
system.
Ald. Zielinski asked the applicant when the majority of her business is conducted and
how much of her business is 25+. He stated the applicant should close early and
increase the age restriction. He added that there are plenty of bars in the city in high
crime areas that do not have shootings.
