relative to licenses.

AIRPORT LLC", Hotel/Motel License Application for "Woodspring Suites" at 1701 W
Layton Av.
The applicant stated there could be a staff person at the front desk 24 hours a day,
but generally there are 2 employees on-call.
Appearing with the applicant:
Atty. Brian Randall stated the actual address of the property is 1801 W Layton Ave,
not 1701 W Layton Ave. He stated the land was purchased for $1.2 from the DOT and
is now on the tax rolls. He added that the hotel is going to be an additional $9 million
investment. He stated that there has been consistency of the plan over the last 2
years and they have offered to meet with Ald. Witkowski and Bostonian residents. He
stated that the rules for guests are a good thing to allow employees to fall back on.
Stephanie Kenabel 8601 W 21st St N Wichita, KS stated there are 243 open hotels
and 37 more opening soon. She added that the location is critical because they serve
businesses and residents.

Individual also present:
Ald. Witkowski stated that the facility is not currently licensed and the hotel is similar
to a rooming house. He added that the business model is to make money with as few
employees are possible. He stated crime is the biggest concern. He added that there
was a lot of testimony from residents who are opposed to the premises. He stated that
there is no concern about the neighbors from the applicant. He stated that he doesn't
trust the brand and he doesn't want them to destroy the neighborhood. He
recommends denial of the application.

Individuals present in opposition:
There were 16 people present who did not wish to testify.
Cpt. Kristin Riestra stated she met with the applicant and their representatives and she
expressed her concerns about people staying longer than 28 days. She stated her
concern is not having a front desk person 24/7 because many issues occur at night
and on the weekends. She added that there is a hotel across the street at 1716 W
Layton Ave and they have a lot of problems and 117 calls for service last year. She
stated cleaning the rooms every 2 weeks is concerning because you don't know what's
happening in a room for 2 weeks.
Patrica Rakowski 2115 W Layton Ave stated she talked to 47 people and gathered
their signatures. She added that she's concerned about increased traffic.
Ralph Odia 2245 W Vogel Ave stated he is concerned about crime and the location
being near a high school and bus stop frequented by students.
Mike Raimer 2251 W Vogel Ave stated he is the head of school at the nearby high
school and is concerned about crime occurring in the hotel.
Dave Lawrence 5018 S 18th St stated he did an internet search and found crime, drug,
and prostitution reports at other hotels in the brand and is concerned because it's near
a high school. He added that he does not want that in his neighborhood.
Heather Ingram-Ortiz 1821 W Halsey Ave stated her family is opposed because the
character will tarnish the neighborhood. She added that she does not want the police
service compromised because they'd be focused on the hotel.
Greg Gorecki 4548 S 1st St read a letter from Julia O'Connor, past president of the
Town of Lake Neighborhood Association.
Ald. Lewis moved to enter the letter into the record as exhibit #2. (Prevailed 3-0)
Sup. Jason Hass 3422 S Pennsylvania Ave stated Ald. Witkowski has expressed his
concerns and the low-cost model that provides concerns for residents. He added that
as a local representative he believes it would not add to the area.
Tara Cavazos Executive Director S 27th St BID #43 4647 S 27th St read a prepared
statement regarding the safety plan presented by the applicant.
Chris Rausch BID #43 2018 N 2nd St stated he agrees with the previous speaker.
Ald. Lewis moved to enter the statement into the record as exhibit #3. (Prevailed 3-0)
April Bushman 2200 W Edgerton Ave stated she is opposed because low rate hotels
attract prostitution and drug dealers
Kim Seasmeyer 5056 S 16th stated her area is a nice pocket and she doesn't want the
drugs and prostitution.
Laura Franza 4834 S 19th St she stated the hotel doesn't have the amenities people
want and it will turn in to a half-way house for sex offenders and drug users.
Sandra Janusz 4803 S 19th St stated she is a former probation/parole agent and many
offenders flock to low-cost extended stay hotels.
Tanya Ives 4836 S 19th St stated there is a sense of community and she is concerned
because the premises abuts her backyard and she doesn't feel it is a good fit for the
neighborhood.
There was one person present in support who did not wish to testify.
Ald. Coggs moved to amend the premises address to 1801 W Layton Ave. (Prevailed

presented the letter indicating successful completion. He added that there is not a
concentration of liquor licenses in the area because there are only 2. He added that he
would like to have a neighborhood meeting and to hold the application.

Ald. Donovan stated he is not in support of the liquor license because the
neighborhood does not need more alcohol. He added that he has not met with the
applicant and he recommends denial.

the neighborhood for years.

Charles Jones 2220 W Burnham St stated the closest liquor store to his house is a
mile away.
Denise Atkinson 1912 S 28th St stated the food store is excellent and she supports
the liquor license.

Juwan Williams 4715 W Capitol Dr stated patrons would park at other businesses to
go to the business. He stated there were approximately 300 cars parked on Brown
Deer Pl and other businesses. He added he is a private investigator and was hired by
Pure Blue Waters to observe, report and keep people from parking on the property in
September for 9 days. He stated that he notified the owners of the overcrowding he
observed every Friday and Saturdays for 3 weeks. He added that he saw other issues

such as underage patrons. He stated he did not report issues to the police.
Rick Schaefer, 1766 County Rd A, West Bend, WI stated he is the manager of Pure
Blue Waters and it is difficult to maneuver semi-trucks due to parking problems at the
premises. He added that he reviews security camera footage of the weekends every
Monday. He added that cars have parked in his lot and have run into his fence.
Gene Fleisner 103 Lake Vista, Fontana, WI stated it's hard to park the semitrucks
because of the parking from the premises.

Michael Gukowski 8655 N Granville Rd stated he likes the business and hasn't notice
a lot of trash.
Laurie Redmen 4325 W Bradley Rd, Brown Deer, WI stated she hasn't noticed a lot of
people parking and she likes the business.
Ald. Lewis stated she has had a meeting with Pure Blue Waters regarding parking and
she contacted the applicant regarding the parking problems. She added that she is
very involved in her district and understands the issues that surround taverns. She
stated there needs to be perimeter checks done by the security at the premises and
checking that no one is parking illegally. She added that the applicant is responsible
for the littering around the premises and the former police captain had no concerns
with the premises.

July 12th there were approximately 50 youth blocking traffic around the premises.

Gloria Saffold 2909 W Vliet St stated she goes to the store every day to get a nip. She
added that Mr. Singh cleans up the neighborhood and is a good person.
Art Ball 1726 N 25th St stated the owner is a good guy and he's never seen anything
wrong at the premises.
Nathan Hunt 1973 N 36th St stated the area is very clean and he hasn't seen any
altercations.
Bobbi Jones 730 N 29th St stated the neighborhood is nice and clean.

Michael Lethier 3823 W Galena St stated the neighborhood is getting better and kids
are safe going to the store.
Willie Elmore 3722 W Roberts St stated there are no problems at the store and the
owners are nice.
Ricky Daniels 1725 N 36th St stated there is nothing going on at the store and the
owner is a nice guy. He added that he takes his grandkids, nieces, and nephews to the
store.
Tommy Daniels 1725 N 36th stated he picks up litter and the owner is a nice guy.

with the police and the City Attorney's Office. He stated that he saw the bodycam video
of people in the premises afterhours. He added that he is concerned about the Fresh
Empire events because it is difficult to manage the large groups of young people with a
lot of energy. He is concerned about the dancing, the illegally parked cars, and the 62
bottles of liquor that were not purchased from a distributor. He recommends a minimal
suspension.
Individual present in support:
Travis Chambers 725 N Plankinton Ave #523 stated he is the manager of Fresh
Empire which runs hip hop events for youth ages 13-18 years old who live tobacco free
lifestyles from 4pm-8pm. He stated they do a lot of outreach to businesses and law
enforcement to make sure events run smoothly and safely. He clarified some items on
the police report which he stated there were not 100 kids in the street, and the police
presence was overzealous. He added that there were 25 teens in the street and 200
kids on the sidewalk. He stated that the applicant is helpful and removed the alcohol
from behind the bar and purchased $600 worth of locked rolling cases for the alcohol
when asked to do so. He stated he has had 3 incidents in 2 years and runs 1-2 events
per month throughout the city, with security guards and off-duty police officers. He
stated the applicant is helpful and the incidents in the police report are a result of a
gap in Fresh Empire's security, not the fault of the applicant. He added that 12-15
events were held at the premises in the last year, with liquor properly stored.

office and suggested loading zones across the street so no one can park. He added

Atty. Michael Maistelman stated the employee in the police report had been with the
store for many years so there was loyalty to him. He added the employee was
suspended for 45 days and then fired after the additional sale of marijuana incidents.
He stated that the applicant was unaware that the employee was referring people to
someone outside the premises to buy marijuana. He added that background checks
are now being conducted on employees. He stated residents have stated the
neighborhood has turned around. He added that the applicant isn't to blame for all of
the issues in the neighborhood. He asked that the application be held for a community
meeting. He stated that the applicant has employed 11 people from the neighborhood.
He added that there does need to be some improvements made, but it doesn't rise to
the level of nonrenewal.

Ald. Rainey stated he group up in the neighborhood and had a neighborhood walk 2
days ago. He stated valid comments were made on both sides and people have
become desensitized. He added the applicant hasn't been in compliance with CPTED
and he recommends nonrenewal.

Cpt. Boris Turcinovic stated there have been concerns about drugs and loitering at the
premises for a long time. He stated he was a community meeting and 15 minutes was
spent on issues with the premises. He added that the employee sold drugs, was
suspended, and then came back and continued to sell drugs. He recommends
nonrenewal.
PO Robert Gregory stated he has worked in the area for the last 4 years and the drug

dealer was approaching the patron leaving the store to sell drugs. He stated that the
store may be benefiting from the drug sales occurring outside. He added that the
premises is an epicenter of problems in the area and a homicide took place outside
the store a couple months ago. He added that people know where the cameras are so
they move east to deal drugs.
PO Edward Ciano stated this has been an issue for 2 years and the neighbors
complain frequently. He added that he has been working with the Amani Neighborhood
group to try and resolve the issues surrounding the store. He stated there have been
multiple shootings in the area. He stated there was an agreement between the store
and the Amani Neighborhood group regarding cleaning up garbage and stopping
behaviors at the store such as loitering.
Richard Diaz 3959 N 26th St stated the Amani neighborhood is saturated in liquor,
tobacco and unhealthy lifestyles, and liquor isn't needed in the neighborhood. He
stated that he doesn't want to see residents go to jail, but wants to engage them in
community activities. He added there is loitering and traffic in front of the store and it
is a hub for crime.
Brittany Roberson 4259 N Sherman Blvd stated crime is an issue in the area. She
added that loitering has been a problem and residents constantly complain about the
premises. She stated residents feel intimidated to not testify at licensing hearings.
Brenda Hart Richardson 3362 N 26th St stated she's lived in the area for over 45 years
and parking and traffic are issues in the area. She added that people park in the street
and go in to the store or hang out causing a gridlock. She stated the applicant is a
nice guy, but he's not helping the neighborhood. She added there are drug dealers and
drug houses in the area. She stated that the store should be shut down to change the
area because residents don't have to live like this. She stated the problems are being
perpetuated by the store. She stated since the drug arrest there hasn't been a gridlock
of cars. She added that there are too many liquor stores in the area. She stated that
there are several stores in the area that don't have these problems because the
owners are making sure there's no loitering or problems.
Octavia Parker 2528 N 20th St stated she can view the security cameras on her phone
and you can see the wall, basement, ground, and not past the door. She stated you
cannot see people coming in and out of the store. She stated these problems have
been going on for years and there are too many liquor stores and congestion in the
area. She added that the applicant has only come to 2 Amani Neighborhood meetings.
She added there is too much activity in the streets and she wants it to stop.
Patricia Rogers 2470 W Locust St stated for the last 3 years every neighborhood
meeting has been about traffic, loitering, and drug sales in the area. She added that
residents have dropped out of programs at the Dominican Center because they have to
pass the premises and are being harassed and offered drugs. She added that the
premises is not doing anything for the neighborhood. She stated residents have been
threatened to not testify at license hearings.
Michelle Allison 2319 W Auer Ave stated she is concerned about the safety of
students at Auer Avenue school walking to and from school. She stated there is a
parking gridlock on the street and people are being intimidated not to testify. She
added that there are issues with the school buses getting through with cars blocking
the street.
Barbra Moore 4620 N 28th St stated there is a gridlock on 27th street when she is
going to work. She stated she tries not to go down the street because it's often
blocked with people loitering in cars.
Terry Armstrong III 2837 N 24th St stated he isn't against businesses, but people want
a compromise and communication from the applicant. He stated the store isn't as
good as it could be and the community needs to come together.

She stated that she sees drug dealing outside of the store that has been going on for
a while.
Jeremiah Walker 3321 N 26th St stated the applicant helps out in the community and
the police should be doing their job. He stated that these activities are occurring
everywhere in the neighborhood, not just at the store. He added that he has seen the
applicant ask people to stop loitering.
Tanisha Brown 3806 N 19th Pl stated she is a former employee and the applicant
would donate to neighborhood activities. She added the homicide had nothing to do
with the store. She stated the premises isn't the only location where loitering is taking
place and he has no control over the people outside. She added that the applicant has
helped her with her business, by leasing her a building. She stated that she has called
the police numerous times regarding the loitering.
Brandon Hughes 3275 N 29th St stated the applicant does positive things for the
community and doesn't have control over people in the neighborhood.
Jermichael Wilkins 3821 N 26th St stated the lack of police presence is the issue, not
the premises.
Rodney Greene 3032 N 28th St stated he is a patron and the applicant has been a
great help to the community. He added that a lot of the issues are out of the control of
the applicant because the people are not from the neighborhood. He stated traffic is
an issue and the city should fix it.
Antwon Williams 3148 N 24th Pl stated he is a former employee of the premises and
he's never seen drugs sold at the premises. He added that he is at the store everyday
hanging out outside.
Wesley Walker 3265 N 28th St stated there is a lot of traffic in the area and it's not the
applicant's fault. He added that he goes to the store every day to buy beer.
Laquita Brown 3226 W Auer Ave state she lives above the liquor store and has lived in
the area since 1992 and the whole block has always been that way whether the store is
open or closed. She added that her 6 year old son plays outside 24/7 and she is not
afraid for his safety.
Antowon Roby 2111 W Clarke St stated the neighborhood is the worse area ever and
he has gone to jail for selling crack. He stated that he is the employee in the police
report that sold drugs. He stated there was no marijuana in the store.
Kenneth McVicker 3321 N 29th St stated there is enough abandoned properties in the
area and more work needs to be done in the area, and shutting down the premises is
not going to solve the problem.
