Dealer, and Public Entertainment Premises License Renewal Applications for "District
IV" at 628 N Water St. (Expires 4/8/2019)
The applicant stated she is always at the business when it is open, except on
November 4th. She stated that outside security was hired, staff was fired, there is now
a metal detecting wand at the door and people are being patted down, and the music
was changed. She added that every ID is scanned at the front door. She added that
baggy clothes and hats have been eliminated from the premises. She stated that she
meets with security staff at the end of every night to go over all the incidents. She
stated the incident with the patron after hours was an issue with the patron's credit card
and trying to close his tab. She stated that the incident with the bottle being thrown
looked like a patron who just threw the bottle and she doesn't know what provoked it.
She added that normally she keeps track of patrons with the counter and the person
who allowed the over capacity is no longer working at the premises. She added that
incident #6 in the police report was an incident between ex-girlfriends. She stated that
she has 2 staff members she is grooming to be in charge when she is gone.
Appearing with the applicant:
Atty. Jason Luczak stated that the response to the incident should be taken in to
consideration and was appropriate. He added that the premises shut down immediately
after the shooting to discuss changes that should be made with the staff and police.
He added that the applicant should get credit for shutting down for 10 days, and the 25
employees are going to be affected by a suspension.
Individual also present:
Ald. Bauman stated there have been 3 incidents of violence inside the bar. He stated
there is continuing disorder and he understands the reason the applicant wasn't around
for the overcapacity and gunplay. He stated that there seems to be a consistent
pattern of violence and disorder and he recommends a 30 day suspension.
Individual present in opposition:
Cpt. Rowe stated she is concerned about the November 4th incident with the 17 year
old and 18 year old patrons, and being more than 150 persons over capacity. She
added with the shots fired incident things could have been a lot worse.
Individuals present in support:
Lauren Bellen 2637 N Maryland Ave stated she is a bartender and has never felt
unsafe. She added that the night of the shooting it was busier than normal. She stated
that when the applicant is gone the former employees didn't follow the rules and those
staff were fired after the November incident. She stated on that all IDs and bags are
checked now and there are staff meetings every night.
Yesenia Garcia 3218 W Greenfield Ave stated she is a waitress and the shooter was
not a regular and he was agitating other guests. She stated that she told security and a
fight broke out, then the shooting happened. She added that the applicant is at the
door checking IDs and security asks if everything is ok. She stated that she feels
safer now that there is new security.
Robert Simonton 9011G N 95th St stated he works the door at the premises and has
been in the business for 18 years. He stated he does security, but someone else does
the patron count. He stated that he patted down the shooter. He added that security
has meetings before and after the premises is open. He stated that the dress code is
printed and posted and includes no baggy clothes, no baseball caps, and no athletic
gear.
