1. 181871 Motion relating to the recommendations of the Licenses Committee
relative to licenses.

Public Entertainment Premises License Applications Requesting Axe Lanes and
Shuffle Board Courts for "North South Club" at 175 S Water St.
Atty. Brian Randall present for the applicant
Maria Poytinger - has been running businesses for 7 years. There will only be one
entrance on the Pittsburgh side to address neighbor concerns. The address will be
changed to Pittsburgh once the city officially assigns a number to the business. They
also changed the location of the axe throwing location based upon neighbor concerns
so there are no operable doors or windows on that side. They close at midnight every
day they are open. Ald. Lewis moved to amend the plan of operations that the garage
doors on the Pittsburgh side will not be open past 10 p.m. weeknights and Sunday or
past 11 p.m. on Friday and Saturday. There were no objections.
Ald. Witkowski moved to make the e-mal from Scott Revolinksi relating to parking
availability part of the record as Exhibit 1.
Ald. Jose Perez - the solution for the limited parking is shared parking; businesses
that are closed during the evening allow night businesses to use their lots.
Opponents:
Bill Michaels - president of the Waterfront Condo Association - 60 condo owners. They
are opposed to a bar right across from their condos. Their main objection is current
limited parking in the area already. They would like a 5th ward parking garage.
Rob Schmidt - 200 S. Water St. - Water Street Lofts - he is concerned about parking
as well for his guests.
Tom Schultz - 212 W. Barclay - also concerned about parking as well as pedestrian
safety with the amount of traffic and the speed it travels down Pittsburgh. He would
like further reduced hours on the garage doors as a way of reducing noise migration.

add vibrancy on the street despite having limited parking spaces, which also leads to
increased safety on the street and eyes on the street. This also brings jobs.
Alexa Snyder - 235 E. Pittsburgh Ave. - she and her friends have always found parking
relatively close. She thinks the axe bar will be a good fit with the neighborhood.
Michael Haven - 130 S. Water St., #306 - he thinks they will value to this area

Atty. Vincent Bobot for the applicant. The licensee is calling the police as needed,
has 5 security guards and he is actively managing his establishment. He also has 72
cameras that he can provide photos/video for the police as requested. This was
designated as a nuisance premise and his client is contesting that. He is adding
additional security and more security outside as well.
Ald. Lewis is concerned as there doesn't seem to be a security plan and incidents are
occurring over and over again.
No neighbors present.
Ald. Jose Perez - he has spoken with the applicant about the issues and he supports
the extended hours for the restaurant. He does appreciate his calling the police. He is
confident they can get to a good place with this establishment.

Atty. Vincent Bobot - this is a family convenience store that currently sells beer; they
are adding liquor. They have been selling beer since 1981. The entire stock of liquor
will be behind an enclosure and handed to the customer. He applied 3 years ago for
this new license.
Patricia Doherty - aide to Ald. Donovan - they haven't gotten any complaints relating to
the beer license. 8 postcards objected and 18 postcards were in support. The
alderman has no objection to his application and leaves it up to the Committee
Objector:
Ian Baltista - Clarke Square Neighborhood Association - he objects due to its
proximity to a school and the Journey House neighborhood association.

is the only store he goes to
Laquita Williams - 1112 S. 23rd St. - she would find the liquor license very convenient
Felipe Rojan - 1307 S. 37th St. - he would find the liquor license very convenient and
doesn't see it being a big deal
Odie Assad - nephew of the applicant. The school is more than a block away as the
playground is closer to the school.

Month. This is an all-volunteer effort.

This would be a high-end cocktail lounge with a focus on the private-event space. The
capacity will be 300-350 people with bathrooms being added and also adding a small
kitchen. The entire building will be soundproofed for both floors.
Ald. Bauman at the table - he has some concerns about this also due to the noise and
vibrations and he is concerned that the promised soundproofing won't be done and the
350-capacity. He would like the DJ booth withdrawn and limit capacity to 100-150 and
the possibility of valet parking.

Nicki Pappas - 780 N. Milwaukee St. - owns two businesses on Milwaukee Street
Bill Pappas - 780 N. Milwaukee St. - concerned about what "dancers" means and also
what the capacity is. They are also concerned about the potential noise if a DJ license
is granted as they share a party wall with the applicant on both the first and second
floors. They are also concerned about the vibration due to the noise.
Karem Singh - represents the building ownership. This property has had DJs in the
past with no complaints.

she would like to know what the plan is to deal with litter. Ms. O'Dea said a lot of trash
was revealed once the snow melted.
Tiffany Bennett - district and store manager. The new plan is to have employees clean
the lot three times a day and also each time employees go out to smoke.
Jeff Hale - Family Dollar store district manager
Ald. Coggs moved to amend the plan of operations to include litter pick-up 3-5 times
per day cleaning the exterior, including smoking breaks. There were no objections.

want 64 cars outside on the premises. He sees this as a junkyard in a residential
area.
The applicant has talked to residents of 3 of the 4 houses in the area and the rest of
the area is commercial. He has been trying to contact Ald. Zielinski unsuccessfully.
He already has BOZA approval. He has a black mesh to prevent neighbors from
seeing his operation and he will be putting up wood or metal sheathing in the future.

Objector:
Dennis Cupola - 929 E. Lincoln Ave. (also owns 925 E. Lincoln Ave.) - he's called at
least 30 times about noise late-night, kids running the bar and the applicant is rarely
present. He met with Mr. Jonas about his concerns last year and they were going to
be addressed, but they were not. His chief complaint is the noise. He has seen
people get alcohol through the patio window and leave the patio area.
Ald. Witkowski moved to make 2 photos provided by Mr. Cupola part of the record as
Exhibit 1. There were no objections.
Todd Peterson - aide to Ald. Zielinski at the table - he has receive 2 calls from this
gentleman and the alderman isn't opposed to the renewal.
The licensee notes that the patio closes at 9 p.m. and Mr. Ramirez will be on site for
all open hours and he will be enforcing all the rules.
Ald. Witkowski moved to amend the business plan closing the west patio at 9 p.m.
There were no objections.
